A member of parliament from Kanye, Mogwe served as the foreign minister from 1974 to 1984, and as the Minister of Mineral Resources and Water Affairs from 1985 to 1994, before serving as Ambassador to the United States. He was appointed to the latter post on 13 November 1995 and presented his credentials on 6 February 1996.[4] Mogwe also played an important role as a facilitator in the Inter-Congolese Dialogue.

With his first wife Lena Mosele Senakhomo (d. 1992) he had two daughters, Maleta Lock (b. 1954) and Alice Mogwe (b. 1961), and one son, Hugh Lehlohonolo Moabi (b. 1956). From 1997 to his death he was married to Botswana’s first female professor, Serara Selelo-Mogwe.

He died in February 2021 at the age of 99.[5]
