Bobby Maxwell is a fictional villain and the main antagonist in the 1976 film, The Enforcer, portrayed by DeVeren Bookwalter.

Biography[]

Maxwell is a Vietnam veteran suffering from untreated post-traumatic stress disorder. He also briefly served time in prison, where he began attending religious services in an attempt to deal with his trauma. After getting released, he and a group of close friends form the People's Revolutionary Strike Force (PRSF), which they present as a political movement aimed at striking against corrupt legal and government officials in the name of the people. However, this is merely a ruse and Maxwell's real plan is to use violence to extort the city into paying him and his followers enough money so they can live the rest of their lives in comfort.

He is first seen when one of the girls in his group lures two gas company men to the hills; Maxwell stabs one in the back with his custom military knife and blasts the other dead with a double-barrel shotgun. The PRSF then stage a heist at an armory to obtain weapons, and Maxwell, dressed as a gas worker, murders the elderly night watchman before stealing his gun and keys. When Inspector Frank DiGiorgio attempts to foil the heist, Maxwell fatally stabs him in the side. A female PRSF member is wounded by DiGiorgio's gun, and even though the wound isn't serious, Maxwell shoots her dead so the group can make a swift getaway.

After the PRSF detonate a bomb in the Hall of Justice, Maxwell and his men set a trap for the Mayor, gunning down his entourage and subduing him with a taser. His final appearance is on Alcatraz Island where the PRSF go up against Harry Callahan and his partner, Inspector Kate Moore. He shoots Moore in the chest twice and takes the mayor to the guard tower; after running out of ammunition, he starts panicking when he realizes that all of his followers have been killed. Harry picks up a rocket launcher, calls out Maxwell's name, and fires. With one last scream, Maxwell gets hit with the rocket and is blown away. Not long afterwards, an SFPD helicopter flies in and announces that, in addition to Maxwell's demand for a $5 million ransom for the Mayor, the SFPD has already arranged for a plane to fly him and the SFPD out of the country.
