Crișan is a commune in Tulcea County, Northern Dobruja, Romania. It includes three villages: Caraorman (45°04′54″N 29°23′20″E / 45.08167°N 29.38889°E), Crișan (45°10′25″N 29°23′26″E / 45.17361°N 29.39056°E) and Mila 23 (45°13′43″N 29°14′57″E / 45.22861°N 29.24917°E).
At the 2011 census, 52.1% of inhabitants were Romanians, 26.2% Russians or Lipovans and 21.6% Ukrainians. At the 2002 census, 74.8% were Romanian Orthodox and 25% Lipovan Old-Rite Orthodox.
