Damos Dumoli Agusman (born 4 August 1963) is an Indonesian diplomat. He serves as Director General for International Law and Treaties of the Ministry of Foreign Affairs of Indonesia.

Early life[]

Agusman was born in Aceh. He graduated from Faculty of Law in Indonesia in 1987 with the thesis topic: The Law of Treaties concluded by International Organizations”. He acquired his postgraduate (master) degree at the University of Hull in 1991 with the thesis: The Legal Personality of ASEAN and its Treaty Making Power. His persistent interest on treaties continues and brought him to complete his Doctoral degree at Goethe University of Frankfurt, Germany in 2014 magna cum laude, after defending his dissertation The Legal Status of Treaties under Indonesian Law: A Comparative Study of China, South Africa, Germany and the Netherlands”.

Career[]

Damos joined the Ministry of Foreign Affairs in 1988.

From 1993 to 1997 he was assigned as the Second Secretary to the Indonesian Embassy in the Hague, the Netherlands, during which he attended the Hague Academy of International Law in 1994.

From 2000-2004 he was assigned as Counsellor at the Indonesian Permanent Representative to the United Nations in Vienna. During the tenure, he studied at the University of Vienna's PhD Program. He was promoted him as the Director for Treaties at the Ministry of Foreign Affairs from 2004 until 2011.

In 2005 he was charged as the Director for the Law of Treaties with the Ministry, managing international treaties, including how they are prepared, concluded and then implemented. His research revealed that the Indonesian legal system has not yet provided adequate legal basis for the status of treaties bound by it.

He gained practical experience with treaty as a representative of Indonesia in bilateral and multilateral diplomatic conferences. He authored Hukum Perjanjian Internasional, Teori dan Praktek Indonesia, (The Law of Treaties, Theory and Practices of Indonesia). His book in English on Treaties under Indonesian Law was published in 2014.

From 2010 to 2014 he was assigned as the Consul General of the Republic of Indonesia in Frankfurt, Germany.
