Donald Guerrero

Donald Guerrero Ortiz (born November 6, 1958) is a Dominican businessman, economist and professor. He was Ministry of Finance of the Dominican Republic[1][2][3][4][5][6] from August 16, 2016 to August 16, 2020.

Life[]

He was born in San José de Ocoa on November 6, 1958. Son of Ángel Donald Guerrero Martínez and Francia Ortiz Arias.

Graduated in Economics from the Santo Domingo Institute of Technology, where he also completed postgraduate studies in Business Administration. Later, he completed a master's degree in Finance from the University of Maryland and a postgraduate degree in , San Juan, Puerto Rico.

He was vice president of Corporate Banking at Chase Manhattan Bank, and second vice president of Institutional Banking, of that same entity, where he was also as Credit Director. He served as Vice President of Credit at Banco Intercontinental; Commercial Director of Reid & Pellerano and Executive Vice President of Listín Diario, among other positions.

Donald Guerrero is the Founder and CEO of Axis Holding LLC, a group of car dealerships with more than 25 years of presence in Puerto Rico. Within the group are the following companies: Autocentro Toyota, Autocentro Nissan, Autocentro Chrysler, Autogermana, Smile Collision Center and Mid America Insurance. In 2019, among all of its dealerships, Axis Holdings sold over 10,727 vehicles.

Guerrero Ortiz was a teacher of Microeconomics and Business Economics at the Pedro Henríquez Ureña National University (UNPHU), he was also a teacher of International and Corporate Finance at the postgraduate level at INTEC. He was professor of Business Strategy at the Pontificia Universidad Católica Madre y Maestra.

Minister of Finance[]

Through Presidential Decree 201-16,[7] he was appointed Minister of Finance to replace Simón Lizardo Amézquita in 2016, a position he held until August 16, 2020. He implemented measures to guarantee and safeguard the financial health of the Dominican Republic.

In his four years of management, the following actions are summarized:

  • Economic stability: Until before the COVID-19 pandemic, the Dominican Republic led economic growth in Latin America, Central America, and the Caribbean. In 2019 the country achieved a gross growth of 5%.[8]
  • Transparency and the fight against tax evasion: in 2018 the Dominican Republic joined the inclusive framework of the project against the Erosion of the Tax Base and the Transfer of Benefits[9] (BEPS, this as part of the efforts to apply the highest international standards in terms of tax transparency and the fight against tax evasion and avoidance.
  • Administration of public spending and management of public debt: Public spending in the Dominican Republic, before the COVID-19 context, was classified as one of the lowest in the region compared to a regional average of 22%.[10]
  • Collection record: 100% coverage of the estimated collections in 2018,[11] which allowed to increase the income of the State.

Awards and Recognitions[]

The British magazine The Banker, from the Financial Times editorial group, chose Minister Donald Guerrero Ortiz as the 2018 Minister of Finance of the Year for the Americas.[12] The London-based financial magazine gives this recognition to finance ministers who have demonstrated commendable management for the way they have contributed to boosting the economy and improving the governance of their countries.

He was also chosen among the three prime ministers of the “2016 Ranking: The Best Finance Ministers of Latin America” published by the main business, economy and finance magazine in the region, AméricaEconomía.[13]
