Eldar Allahyar oghlu Guliyev (Azerbaijani: Eldar Allahyar oğlu Quliyev; born July 26, 1951) is an Azerbaijan politician. He became a Member of Parliament of the Azerbaijan in 2000.

Early life and career[]

He was born in Baku. In 1968, he finished school at No. 187 in Baku, and in 1969, entered the Azerbaijan Institute of the National Economy (now the Azerbaijan State University of Economics). He became an economist after graduation in 1973. He served in the Soviet Army from 1974-1975. From 1975-1987, he worked in the Trade Ministry. After 1987, he worked as the chairman or the Union of Azerbaijan Central Corporations. He is married with two children.[1]

Scientific and political career[]

In 1973-1974, he worked at the Scientific Research Institute, and served in the army in 1974-1975.

In 1975-1987, he held responsible positions in the system of the Ministry of Trade of the Republic, and in 1981-1985, he was engaged in scientific research as a postgraduate student at the Azerbaijan State University of Economics. In 1987-1990, he worked as the head of the Department of the Central Union of Cooperatives of Azerbaijan.

In 1990, he was elected as a Deputy Chairman of the Board of the Central Union of Cooperatives of Azerbaijan, and in 1993, he was elected as a Chairman of the Board. He still leads the public foundations.

He is the rector of Azerbaijan Cooperation University, doctor of economic sciences, professor.

He is a deputy of the Milli Majlis of the Republic of Azerbaijan of the Second, Third, Fourth, Fifth and Sixth convocations. He is the chairman of the Counting Commission of the Milli Majlis.

In 2011, he was elected as an "Honorary Member of Parliament" of the parliaments of Turkic-speaking countries, and he was appointed as a head of the Azerbaijani delegation to the Parliamentary Assembly of the Black Sea Economic Cooperation Organization by the decision of the Milli Majlis of the Republic of Azerbaijan in 2016.

He was elected as a chairman of the Council of Elders and its Board by the VIII Extraordinary Congress of the Council of Elders of Azerbaijan held on September 29, 2020. He was elected as a full member of the Turkic World Studies International Academy of Sciences, the European Academy of Natural Sciences in Hanover, Germany, the International Academy of Economic and Social Sciences of Italy, and the Honorary Doctor of the Sukhushvili Technical University of the Republic of Georgia for his extensive scientific activity and contributions to economic science. He is an "Honorary Scientist" of Rome. He was awarded the “Gold Star” Medal and the “Ataturk International” Prize by the Turkic World Studies International Academy of Sciences, the “Crown Service” Order by the United Nations Rewards Committee, and the “European Service Order” by the International Awards Committee of the Council of Public Awards (UNCOPA), the "Senator Star" and "Golden

Eagle" orders by the European Academy of Natural Sciences. He was awarded the Leibniz Medal in Berlin, Germany and was awarded the title of "Honored Scientist of Europe".

His numerous scientific articles and monographs have been published in the United States, Turkey and European countries, along with Azerbaijan and a number of former Soviet states. In March 2017, his scientific monograph "Global Food Security: Realities, Challenges and Prospects" was published in English by the prestigious German publishing house “Springer”. The book, dedicated to one of the most pressing issues in the world - food security, was admitted by the Expert Committee to the UN Central Library in Switzerland. In November of the same year, during the presentation of this monograph in Rome, Italy, the book was awarded the "Book of the Year" by the UN Public Awards Council, noting the secular significance of the work, and at the same time, Professor E.Guliyev was awarded the diploma of a full member (academician) of the Vatican Bonifasian Academy. By the decision of the Presidium of the European Academy of Natural Sciences dated February 19, 2019, he was awarded the international prize "Scientist of the Year" for this valuable research work and was awarded the "Euler" medal.

Eldar Guliyev's authoritative monograph "Problems and strategic directions of strengthening food security" was published in 2020. Professor Eldar Guliyev is one of the co-authors of the monograph "Cooperation Movement: Evolution, Current Status and Development Trends", published in 2021.

The Turkic World Studies International Academy of Sciences awarded Eldar Guliyev with the “Great Gold Star” Medal in January 2021 for his services to the Turkic World.

Eldar Guliyev was awarded the Order of Glory by the Decree of the President of the Republic of Azerbaijan in July 2011 for his fruitful socio-political activity.

  • On the occasion of the 70th anniversary of the UN Ambassador for Science and Peace, Professor Eldar Guliyev, the book “Global food security: realities, callings and perspectives” was awarded the UNCOPA CORIFEY Order for its important scientific value.
