The predecessor agency of the General Department of Politics was the Political Department, established in September 1945 under the directive of the Central Committee of the Communist Party of Indochina to manage political work in the armed forces led by the Viet Minh. , but the core is the Vietnam Liberation Army. The first leader of the Department was Van Tien Dung.

On March 2, 1946, the Resistance War Members Association was established with Vo Nguyen Giap as Chairman. On March 25, 1946, with Decree No. 34-NV signed by the President of the Government of the Union of Resistance, Politics Department became one of 10 specialized agencies of the Ministry of National Defense. The leader of the Political Bureau is Hoang Dao Thuy with the position of Director of the Political Department of the Department. From April 24, 1946, Hoang Van Hoan replaced as Director of the Department.

In addition, on May 6, 1946, Resistance member of the Association changed its name to Military Member of the Association according to Decree 60-SL of President Ho Chi Minh, referred to as Military Commission. In 1975, when the General Command of the Vietnam People's Army ceased its operation, the General Department of Politics was transformed into an agency directly under the Ministry of National Defense.
