Genome Valley is an Indian high-technology business district spread across 25 km2 in Hyderabad, India.[2][3] It is located across the suburbs, Turakapally, Shamirpet, Medchal, Uppal, Patancheru, Jeedimetla, Gachibowli and Keesara, the Valley has developed as a cluster for Biomedical research, training and manufacturing.[4][5][6]

Genome Valley was commissioned in 1999 during united Andhra Pradesh (i.e before bifurcation of AP into AP & Telangana) as S. P. Biotech Park in a public-private partnership with Bharat Biotech International, and its founder Krishna Ella, alongside private infrastructure companies such as Shapoorji Pallonji Group and ICICI Bank .[7] The high-technology district was founded to exert the attention of Research and Development organizations and synergize the existence of present life-science companies. The State-of-art Infrastructure was developed, and the area of 25 km Radius was acknowledged as Pollution Free Cluster in the life-science zone. With the help of the Government of Andhra Pradesh, infrastructure providers like Shapoorji Pallonji Biotech Park and ICICI Knowledge Park were developed in the years 2000 and 2001.[8] The ICICI Knowledge park was later renamed as IKP Knowledge Park.[9][10] In the last 20 years, Genome Valley has become home to over 200 organizations from various sectors and industries, including around 50 global majors having life sciences R&D and clean manufacturing facilities.[11] Indian companies that have their services there are Alembic Pharma, Bharat Biotech, Biological E, Laxai Avanti, Aurobindo Pharma, Laurus Labs, etc.[11][12] After the first part of the district, the next part of Genome Valley 2.0 was started with a vision to further upgradation of this cluster.[13][11]

Government support[]

With the aim of strengthening the local infrastructure and transforming Hyderabad into a global center for Life Science and Pharmaceutical industry, the Government of Telangana decided to lay the foundation of the Hi-tech district Genome valley. Spread over an area of 1500 acres the hi-tech district will be developed in 4 phases using the PPP model of development. Telangana Government dynamically supports the growth of a complete cluster by strategizing new framework policies. It has taken various necessary steps in the ongoing process of development of a Hi-tech district.[14]

  • In 2018 BioAsia Business Conference GoTs announced its plans to make Genome Valley the largest cluster in and signed a MoU in with Singapore-based Engineering and Urban and Infrastructure Consulting firm Surbana Jurong for preparing a roadmap and integrated masterplan Genome Valley 2.0.[15]
  • Implementation of the IALA policy in Genome Valley in Feb 2018; Industrial Area Local Authority (IALA) for industrial parks was implemented and IALA status was given to Genome valley to ensure Telangana State Industrial Infrastructure Corporation (TSIIC) to use the proceeds collected as property taxes/advertisement tax, etc., in the betterment of the cluster and the common infrastructure.[14]
  • In July 2018 State Government announced plans to establish ultra-modern B-Hub in Genome Valley to level up manufacturing activities to support biopharma-based Research and Development. The technology proposed B-Hub, with an estimated cost of ₹60 crores, would be set up through Public Private Partnership (PPP). The step was taken to give thrust to local firms to compete with global firms. The Department of Biotechnology, Government of India has agreed to partner with the Government of Telangana in this project.[16][17]
  • B-Hub will be a first of its kind initiative in the country. It will be featuring a scale-up manufacturing facility, along with a turnkey incubator/lab space module within a built-up area of 40,000 square feet. It has launched a web portal for the life sciences sector, aimed at creating an interface between the government, Industries, Research Institutions and Start-ups.[16][17]
  • Telangana State Industrial Infrastructure Corporation (TSIIC) and Industrial Development Authority (IDA) have been successful in setting up manufacturing clusters and improving the supporting infrastructure along a major highway.[14]
  • In 2018 project worth ₹800 crore were announced in Genome valley which include Biosimilars manufacturing, advanced pharma and Biotech R&D, formulation manufacturing and integrated turnkey lab-spaces for hi-tech research.[18]
  • Various steps were taken by the state government to accelerate biologics and Biosimilars development as part of Genome Valley 2.0 vision.[18]

History[]

Telangana: The Hyderabad Biocluster

Andhra Pradesh Government has identified life science sector as one of the prime sectors to boost the industrial growth in the state. To establish a world-class infrastructure in R&D, Manufacturing healthcare, and education the government has identified Genome valley as the first biotech cluster for a geographical concentration of Medical Institutions, Biotech Companies, Research & Development laboratories, etc.[19][14] The city has institutions and laboratories like the Indian Institute of Chemical Technology and Centre for Cellular and Molecular Biology. Both the institution are part of CSIR laboratories. It also has other institutions like the Centre for DNA Fingerprinting and Diagnostics, LV Prasad Eye Research Institute, ICRISAT & Osmania University which form the academic backbone of the bio-cluster. Andhra Pradesh is the second state in the country that announced a biotech policy in 2001. The APIDC (Andhra Pradesh Industrial Development Corporation) has launched the country's first venture capital fund for biotechnology with a corpus of US$30 million as a joint venture with Dynam Venture East, US to fund start-up biotech companies. Many international level partnerships have been initiated for the development of this high-tech district which includes a tie-up with the Research Triangle Park in North Carolina in the US and tie-up of the University of Hyderabad with the Pacific Region Grid Middleware Program based in San Diego, California. Also, MoUs have been signed up with the Malaysian government to strengthen relations between Genome Valley of Andhra Pradesh and Bio Valley of Malaysia putting the focus on trade, investment, innovation for pharma, and biotech companies, and commercialization. Shapoorji Pallonji Biotech Park covers 75% of the first phase of the hi-tech district sprawling over 140 acres of land. This includes open plots on a freehold basis, the park includes a business enterprise zone and a technology incubation sector too. The ICICI Knowledge park covers 200 acres in the Turkapally area near Hyderabad. The first phase has 10 laboratory modules of 3,000 sft each, the second phase also has an occupancy of 60%. An integrated IPR facilitating cell has been set up at ICICIKP under the auspices of AP Technology Development Center, a joint venture between CII and the Government of AP and Technology Information Forecasting and Assessment Council. The park is facilitated with uninterrupted power and water supply. The government has invested ₹30 crores on water supply projects in the parks. An animal farm is proposed to be set up by ICMR for the test purpose for biotech companies. ₹20 crores has been set aside by DBT for setting up the country's first incubator. Incubation fund has also been allocated to promoting start-up companies to scale up their production and to commercialize their products, for which IICT will provide technical assistance. The government is promoting an Agri biotech farm with ICRISAT which includes Applied Genomics Lab, Genetic Transformation Lab, Bioinformatics & Computational Genomics facility, Intellectual Property Management Office & Technology Innovation Center (TIC). The country's first biotech farm is proposed at Parwada Vishakhapatnam. A marine biotech complex is proposed in the park in association with Andhra University which would focus on marine resources and work towards developing vaccines to prevent diseases in shrimps and other marine organisms, apart from research on , nutraceuticals and fisheries.[14][19]

Alexandria Knowledge Park SEZ[]

The Special Economic Zone was jointly promoted by the Shapoorji Pallonji Group and the Government of Andhra Pradesh as a Public-Private Partnership initiative.[20] In May 2009 APIIC announced to allot ₹30 acres of land to US-based Life Science Infrastructure firm Alexandria Real Estate Equities, Inc. (NYSE:ARE). The firm agreed to invest ₹200 million in the knowledge park. In June 2010 the firm through its affiliate gained a controlling stake in the operations and maintenance of Shapoorji Pallonji Biotech Park Private Limited (SPBP) and rebranded it as 'Alexandria Knowledge Park'.[21] The park is now spread over 300 acres of land and integrates multi-tenanted research buildings, industrial plots, incubation facilities, and built-to-suit blocks. It also has Alexandria Innovation center which facilitates as an incubator.[22][23]

It has emerged as the peripheral end for technological innovation, providing sustainable nexus between the industry, research institutions, and academia. It has attracted several Global/Indian R&D majors as well as start-up companies to conduct their research activities.

IKP Knowledge Park[]

IKP Knowledge Park (IKP), jointly developed by ICICI Bank and the Government of Telangana (GoTS), is an intermingling of independent campuses and wet laboratory facilities.[24] It is a premier Science park spread over 200 acres of land and provides various support facilities and services to its tenant clients. It was created with the aim of creating a state-of-art ecosystem to support leading-edge innovation within the country. It promotes the advancement of technology-based entrepreneurs and small and mid-sized companies. IKP at present accommodates over 430 companies most of which are start-ups.[9][10]

The Park has a mix of ready-to-use multi-tenanted modular wet laboratory blocks (Innovation Corridors) for start-ups and established companies with in-built flexibility around some common, shared facilities, and support services, as well as developed land for customized R&D facilities. Currently, the 1,40,000 sft Innovation Corridor 1(phase I, II, and III) with 84,000 SF of wet laboratory space is operational. Around 35 acres of land has been developed with utilities for customized R&D centers. The Government of Telangana, in November 2019 has also inaugurated the Agri-innovation translation center at the newly developed Sustainability innovation center (SINC) sprawled over 1,13,000 sft area in IKP park. In keeping the overall philosophy of the Park, 7.5 acres area in the campus has been designated for developing the Medicinal garden, named "Garden of Life". IKP has set up a Life Science Incubator (LSI)  too with an incubation space of around 3,200 sft for 8 incubators to encourage and nurture start-up companies and spin-offs in pharmaceutical and biotechnology-related areas with the support of the National Science and Technology Entrepreneurship Development Board (NSTEDB). IKP Knowledge Park is a member of the International Association of Science Parks (IASP) head-quartered in Spain and also a member of the Indian Science & Technology Entrepreneurs Parks and Business Incubators Association (ISBA). There are 42 resident companies in the park so far, of which 14 have graduated and 28 are working in various e areas of chemistry, pharmaceuticals, and biotech.[25][26]

MN Park[]

Built in 300 acres including build-up facilities of around 60, 000 sft. MN (Mission Neutral) Park was established in 2016, it is segregated into different towers/ office spaces, which are:

  • MN Park's Building number 450, Synergy Square 1 is a laboratory- facility designed specifically to meet the requirements of mid-sized companies in need of R&D and life-science facilities.[27]
  • MN Park, Building number  459, Synergy Square 1, has been developed as grade A office space planned for organizations to carry out backend support for their life science operations. It accommodates specialized, fully furnished 60-100 seater office spaces. GlaxoSmithkline and Novartis have occupied office spaces in it.[27]
  • MN Park, Building number 900, Synergy Square 1 is a laboratory/ manufacturing space facility designed to meet the needs of mid-scale life science companies Currently, the facility is fully leased by Laxai Life Sciences.[27]
  • MN iHub| MN Park,(Synergy Square 1 is a successful public-private partnership (PPP) model, with the government of Telangana as state support, the Department of Biotechnology (“DBT”) as center support, and the Indian Institute of Chemical Technology (IICT) as an institutional body being managed by MN as a private player. MN iHub/Biotechnology Incubation Center (BTIC) is designed, constructed, and operated to enable emerging life sciences driven companies. The center offers a wide range of services and amenities to meet the operational requirements of emerging and mid-scale life sciences driven companies. The present tenants of this facility include BE, AAP, GenomeLabs, WDB India, Chemo, Puritan Labs, Usha Biotech, Samriddhi Seeds, TCI Chemicals, AgriGenome, and Innovision. SK (GlaxoSmithKline).[28]
  • MN Park building number 2700, Synergy Square 3: This is an A-grade office space developed by Takshila Tech Paks and Incubators Pvt ltd. It offers fully equipped laboratory suites with Gold LEED Certification from the IGBC. The facility is occupied by Ashland and Alembic. It has convenient connectivity via Railway station and road transport.[27]
  • Synergy Square 4 is a 9-acre integrated park that can house companies of different fields including pharma research, new age vaccine development, CROs/ Vivariums, R&D, and Agri-research.[27]

Genome Valley Phase 3 – Karkapatla[]

Inaugurated in 2013 Genome Valley Phase 3 also known as The TSIIC Biotech SEZ phase 3 which is spread over 600 acres of land,[29] is located at Karkapatla village, Markook Tehsil, Siddipet District in the outskirts of Hyderabad. 19 companies had confirmed setting up their facilities here after its inauguration. Globion Global Biotech was the first company to start its operation here.[29] This SEZ at present houses companies of different fields including R&D, Biotech, Manufacturing, Biomedical and CRO. Globion Global Biotech Solutions was the first company to start its operation here. Prominent companies are Aspiro pharma, Indian Immunologicals,[30] JodasExpoim, Pulse Pharmaceuticals, RAS Lifesciences,[31] Sanmed Healthcare,[32] Sanzyme,[33] Arch Pharma, Kosher Pharmaceuticals, Vivo Biotech.[34][35][36]

Social infrastructure[]
