Gmina Milicz is an urban-rural gmina (administrative district) in Milicz County, Lower Silesian Voivodeship, in south-western Poland. Its seat is the town of Milicz, which lies approximately 49 kilometres (30 mi) north of the regional capital Wrocław.

The gmina covers an area of 435.61 square kilometres (168.2 sq mi), and as of 2019 its total population is 24,172. It is part of the larger Wrocław metropolitan area.
