Lillian Obiale Paparu

Lillian Obiale Paparu is a Ugandan politician in the eleventh Parliament of Uganda.[1][2] She is affiliated with the ruling National Resistance Movement (NRM). Paparu is also a flag bearer for the Arua District and a Member of Parliament.[3] Paparu stood as an unopposed candidate in the 2021 general elections. In the NRM primaries, she campaigned against Diana Ayikoru and Immaculate Bako, among others.[4]

Career[]

In 2009, Paparu joined the Community Empowerment for Rural Development (CEFORD) as a program officer[5][6] and then as the Program Manager for CEFORD.[3] She lectured at Uganda Christian University, Mukono, and later taught at the campus in Arua.

Personal details and education[]

Paparu is the daughter of retired Lieutenant Colonel , born a year before the violent overthrow of the late former President Idi Amin. Paparu spent her formative years in exile in the eastern Democratic Republic of Congo (DRC) where her father, by then a captain in the Ugandan Army, had fled. While in DRC, Paparu and her family slept in a mud and grass thatched house, with her young siblings frequently crying, refusing to sleep. Obiale's father was forced to send the children back to Uganda to be cared for by relatives while he stayed in exile until 1986. Paparu went to stay with her aunt in Opia, beginning elementary education at Opia primary school before moving to Ekarakafe primary school where she sat the primary leaving examinations in 1992.[5]

She joined the Ediofe Girls for secondary education in 1995, where she obtained her Ordinary and Advanced level certificates. Later, Paparu joined Makerere University and received a bachelor's degree in sociology and political science, graduating in 2002. She enrolled for a post-graduate diploma in post-primary education followed by a Master's in education with honors attained in 2007.[5][7]
