After the Treaty of Montevideo of 1828 that gave birth to the Uruguayan state, the General Constituent and Legislative Assembly of the State appointed General José Rondeau as Provisional Governor. On December 22, 1828, said governor assumed office, forming that same day his government cabinet, and appointed Colonel Don Eugenio Garzón, as Minister of War and Navy of the Oriental Republic of Uruguay.[3]
