Cloud was born in South Carolina and moved to Alabama. He graduated from Jefferson Medical College in Pennsylvania in 1835.[3] He was a Whig, a Unionist, and then a Republican. He served as a surgeon during the American Civil War and afterwards was appointed Alabama's first superintendent of education.[2] He edited American Cotton Planter. He married Mary M. Barton. He had a farm on Uchee Creek in Russell County, Alabama.[3]
Some of his correspondence as superintendent of education are extant.[4]
