Paraguayan passports are issued to Paraguayan citizens to travel outside Paraguay. For traveling in Mercosur countries, Paraguayan citizens can use just their ID card (Cédula de Identidad).

The Paraguayan passport is valid for travel to any part of the world, although travel to certain countries requires a visa. The Paraguayan passport meets the recommended standards (size, composition, layout, technology) of the International Civil Aviation Organization (ICAO) established by Exhibit 9303.2 3 4 5 6

There are three types of passports, although the Paraguayan government issued biometric passports as standard since April 1, 2010.

The Paraguayan consular passport can be issued for Paraguayan citizens if they live abroad. The consular passports are printed at the headquarters of the Ministry of Foreign Affairs in Asuncion and delivered through embassies and consulates. Consular Passports are valid for a period of five years and are not renewable.

Types of passport[]

Depending on the nature of travel, they can be classified into:

Ordinary Passport (Police or Consular) - Issued for ordinary travel, such as holiday and business travel.

Diplomatic Passport - Issued to Paraguayan diplomats, senior officials of the Paraguayan government and diplomatic couriers.

Official and Service Passport - Issued to individual representatives of the Paraguayan government on official business.

Status of the Paraguayan passport[]

A Paraguayan national's passport is required for travel to all countries of the world, with the exception of the Southern Common Market (MERCOSUR).

In order to travel to Mercosur countries, a Paraguayan citizen needs only a National ID Card (cedula).

In addition, Paraguayan nationals, as a former colony of Spain, are entitled, in a facilitated and expeditious manner, to obtain Permanent Residence Permit of Spain.[1]

Passport Recruitments[]

To apply for the new passports, Paraguayan nationals must meet the following requirements (MRE. Res. Nº 305, 10 March 2010):[2]

  • Be a natural Paraguayan.
  • Possess Paraguayan civil identity card, previous passport or police report in case of loss of the personal document.
  • Complete and sign the application form.
  • Be resident in the jurisdiction of the Diplomatic and/or Consular Representation.
  • No police record.
  • Passport photo: Width: 35mm, Height: 45mm; Head height (up to the top of the hair): 34.5mm; Distance from top the of the photo to the top of the hair: 3mm
  • Personal appearance at the headquarters of the Diplomatic and/or Consular Representation.
