Philip Joseph Hughes Jr. (born January 29, 1948) known as The East Bay Strangler, is an American convicted serial killer.[2] He killed at least three young women in Contra Costa County throughout the 1970s with the help of his ex-wife, Suzanne Perrin.[3][4]

In 2015, Hughes stipulated that he was not suitable for parole, agreeing not to request a new parole hearing until 2025. He is currently serving life imprisonment at California Correctional Institution.[5]

Maureen Field[]

In 1972, 19-year-old Maureen Field was working at her job at a Kmart. She got off work at around 5:00 p.m., but when her father, Joe Field, got there to pick her up, she was not there. She did not show up that night nor the next morning. But, the next morning, Maureen's father got a call from an unknown man. The man claimed to have killed Maureen, and dumped her body off Morgan Territory Road.

Lisa Ann Beery[]

In 1974, 15-year-old Lisa Ann Beery was told by her mother to go and cash a check. Lisa left the house with the check to a nearby convenience store, but that night Lisa had still not returned home and her mother reported her missing.

Letitia Fagot[]

In 1975, 25-year-old Letitia Fagot was taking a shower while home alone. Sometime when she was taking the shower, someone broke into the house and charged towards the bathroom, where they strangled Letitia to death.

Arrest[]

In 1979 Suzanne Perrin walked into a police station, and claimed to have been involved in the three murders. She claims that her ex-husband, Philip Hughes, was the person who killed all three. Hughes, a school janitor with a criminal and a drinking history, was arrested. Officers went to his home in Moraga, and they found enough evidence to charge Hughes with the three homicides.

In 1980, Hughes was sentenced for all three murders, and he was sentenced to seven years to life in prison. Over the years Hughes repeatedly applied for parole, but without success.[6] Hughes might have been responsible for more killings around Contra Costa County, but its hard to know for sure, as at least five other serial killers were active in the area at the same time Hughes was active.[7]
