Robert David Steele (July 16, 1952 – August 29, 2021) was an American CIA officer and conspiracy theorist.[2][3]

Biography[]

Steele's father was an executive in an oil company, and he therefore spent the first twenty years of his life in Asia and Latin America. He held a bachelor of arts in political science, a master's degree in international relations, and an AMP in public administration. He worked at the Embassy of the United States, San Salvador during the Salvadoran Civil War as a political officer. He then researched artificial intelligence and cognitive strategy.[4]

Steele is credited with coining the terms "virtual intelligence" and "peacekeeping information".[4] He called for intelligence reforms in the United States and advocated for the private sector to develop and sell such intelligence to the central government. He was a supporter of open-source intelligence and argued that the CIA refused to take open-source information seriously and should not be responsible for developing new systems that ran contrary to its history of secrecy.[4]

In June 2017, Steele stated in an interview with Alex Jones that NASA holds a colony on Mars populated by human slaves who were kidnapped as children and sent to the planet. NASA denied these claims.[5]

Steele once stated that Jews in financial sectors were "a secret society" that "believes themselves to be exempt from all laws and customs", leading to accusations of antisemitism, and called for the incarceration of Jews who were insufficiently loyal to the republic,[6] though his broader focus in most speeches tended to be on an American shadow government itself.

In a YouTube video, Steele taunted entities in the Deep State that they would be exposed in the near future:

"We have it all. All of the illicit wealth in the world has been tracked by the National Security Agency for the past fifteen years. We now know beyond a shadow of a doubt that Wall Street has stolen $100 trillion from Main Street with naked short selling. We also know that Wall Street has laundered $100 trillion in dirty money from trafficking in children and women and drugs and guns and gold. I can never tire from saying that 90% of the people in the US government and US military and US intelligence community are good people trapped in a bad system. The secret intelligence community serves the Deep State. It does not serve the American public. And CIA in particular has been doing torture, rendition and torture, drone assassination, regime change, helping to start wars based on lies, all because war and trafficking in humans and drugs and so forth are a profit center for Wall Street and the Deep State. And once the President [Donald Trump] gets [unintelligible] into NSA and processes 100% of what we have at NSA, we have every single one of you by the balls. You can not survive this. You have one out. The Truth and Reconciliation out is, make the deal, motherf**ker, or you are going to die."[7]

Arise Tour[]

Steele was the founder and chief organiser of the Arise USA tour. The tour featured speakers such as Oath Keeper Richard Mack and conspiracy theory promoter Sacha Stone. In July 2021, he held a demonstration in Belfast, Maine to claim that the 2020 presidential election was rigged and called COVID-19 a hoax.[8] He claimed to be the first person to call COVID-19 a hoax.[3] The tour concluded in August 2021, following allegations that more than three thousand dollars had been stolen from the tour's budget.[9]

Steele died from COVID-19 in Florida on August 29, 2021, at the age of 69.[10]
