Jamaica were the most surprising union to announce an interest in hosting the 2019 Rugby World Cup, considering they had never participated in a previous eventevent. The initiative was withdrawn soon after being proposed.[4] A record ten unions indicated interest in hosting either the 2015 and/or the 2019 events.
