Timeline of Magic: the Gathering Standard (Type II)

The collectible card game Magic: The Gathering was first released in 1993 with very few restrictions on how players could construct their decks (which cards to include, and how many copies of each card were allowed).[1][2] The game evolved over time to encompass many different formats with various constraints for how players could construct their decks. Constructed formats, for instance, allow players to build decks in advance using cards from their collection, although only a subset of cards are allowed.[3] Another major development was the creation of officially sanctioned tournaments for prize money. These official tournaments created an incentive for players to continue to buy cards for new sets, and helped establish a long-term future for the game.[4]

The rotating constructed format known today as Standard (originally called "Type 2") was first announced on January 10, 1995, inheriting banned and restricted lists from another format, called Vintage.[5] Today, it is one of the most common formats used for large official tournaments. Since it was initially announced, the way that card legality is determined, and the way cards rotate in and out of the format has gone through many changes. For most of the format's history, set rotation was a distinctive element: new card sets get added to the list of allowed sets, until eventually the older sets on the list are removed from the list, or "rotate out" of the format. Below is a timeline of different Standard environments throughout the format's history. Where verifiable, effective dates of legality are listed (as opposed to release or announcement dates.). When only one date is listed, it is for paper magic (not Magic Online or Arena). Data for the earliest years of the format are hard to verify with precision, as the internet, and the game, was still in its infancy.

Banned and Restricted lists inherited from Vintage.[6] Most of those were irrelevant to Type II. Restricted cards relevant to Type II were: Braingeyser, Sol Ring, Channel, Copy Artifact, Demonic Tutor, Regrowth, Wheel of Fortune, Ivory Tower, Mind Twist, and Maze of Ith.[7] Banned cards relevant were: Contract From Below, Darkpact, & Demonic Attorney. Some cards at that time had already been restricted and then unrestricted: Orcish Oriflamme (unrestricted in Feb 1994) Dingus Egg (unrestricted May 1994). Also, all Legendary cards were restricted for flavor reasons.

New editions of the Basic Set replace old versions and are permitted in Standard play 30 days after the release date of the new edition. New stand-alone expansions (e.g. Ice Age, Mirage) replace previous stand-alone expansions and are permitted in Standard play 30 days after the release date of the new edition. Limited-edition expansions more than 10 months old at time of release are replaced when a new expansion becomes legal.[27]

Fallen Empires and Ice Age are removed from Standard.[22]

All cards on the restricted list are moved to the banned list. Banned List: Balance, Black Vise, Bronze Tablet, Channel, Ivory Tower, Jeweled Bird, Land Tax, Mind Twist, Rebirth, Strip Mine, Tempest Efreet, Timmerian Fiends.[28]

Type II reports from this time are hard to find. Based on tournament reports from it appears that there were some Type II tournaments from this time period that ran using "old type 2" deck construction rules from 1996.[29][30]

New Mulligan rule introduced at PT Los Angeles (not Type II), which was later called the "Paris Mulligan" after the subsequent PT Paris in April.[31]

Standard decks can be composed of cards from the most recent edition of Magic: The Gathering (then 5th Edition) and all sets from the two most recent "blocks" of expansions.

New card sets become effective on the first day of the month following their introduction. If a set is released in the last two weeks of a month, then the set's effective date is pushed out to the first of the second month. For example, a set released on January 8 is legal on February 1, and one released on January 25 is legal on March 1.[28]

Rules Changes: Spells and combat damage go on the "stack." Interrupts became instants. "Mana abilities" cannot be countered, mana spells can. Triggered abilities clarified. "Damage-prevention step" removed. Artifacts also received a rule change. Before the change, an artifact "shut off" or stopped working while it was tapped, unless it was an artifact creature. After, an artifact remains active while tapped. This was to bring artifacts more in line with other cards. Some artifacts (like Howling Mine and Static Orb) retained the "shut off" aspect, which necessitated explicitly printing that they only worked while untapped. Combat restructured. A player with zero or less life loses the game as soon as a player has priority.

New deck construction rules.
Beginning with the Magic 2010 core set, all sets will be legal in Standard immediately on release. Standard decks can be composed of cards from the most recent core set and all sets from the two most recent "blocks" of expansions, however, recent two core set will be used in between core set and Autumn Expansion's release. Each rotation will rotate out the oldest block and previous year's core set.

At that time, Tenth Edition will rotate out of Standard. All Magic core set released upon core set 2010 will be legal in the Standard format for approximately 15 months.[82]

Standard decks can be composed of cards from the three most recent "blocks" of expansions. Rotation will happen on Spring and Autumn expansion's release.

A new rotation system based on two set blocks goes into effect, resulting in a format that oscillates between 5 and 6 legal sets. For the purpose of this new construction rule only, Khans of Tarkir and Fate Reforged were counted as a "block" and Dragons of Tarkir and Magic Origins were counted as another.

The First Magic Arena Mythic Invitational used a format where players brought two best-of-one decks (no sideboard, unless that deck had the card Mastermind's Acquisition). Game one each player was given one of their decks at random. Game two they used their other deck. Game three, if necessary they could choose which of their two decks to use.
