Rosa Vilma Tuazon Santos-Recto (Tagalog pronunciation: [ˈsantos ˈrɛktɔ], born November 3, 1953) is a Filipino actress, singer, dancer, TV host, producer and politician. She is currently serving as a House Deputy Speaker since 2019, and as the Representative of Batangas' 6th district since 2016.
As an actress, she is known as the "Star for All Seasons"[2] for her various roles in different genres of her films and holds the titles of Grand Slam Queen, Queen of Queens, and the Longest Reigning Box Office Queen of Philippine Cinema.[3] She was hailed as the Enduring Grand Dame of the Philippine Film Industry by a foreign critic at the 2013 Toronto International Film Festival,[4] the first Filipina actress to be bestowed such a title. Santos is also a prominent politician, and had served as governor of Batangas for three consecutive terms and as mayor of Lipa for also three consecutive terms.[5][6] She was elected as the Representative for the Lone District of Lipa, Batangas in 2016. She was urged by various political parties to run for the Senate in 2019, but refused to do so.[7]
Acting career[]
Vilma Santos is widely considered as the most lastingly successful Filipino film and television actor of all time.[8] She was adjudged as the greatest movie actress of the Philippines for the years 2000 to 2020 by the Philippine Entertainment Portal for her continued portrayal of a wide range of award-winning roles as well as for being a consistent box-office draw for nearly six decades.[9]
She started her acting career when one of her uncles, who was a cameraman at Sampaguita Pictures, convinced her to try out for the movies. Initially, Sampaguita Pictures had planned a child star role for her in Anak, Ang Iyong Ina (1969). When Santos was in the studio, she noticed a long line of little girls. Thinking that that line was the line for her audition, she decided to queue in. The long line turned out to be for an audition for Sampaguita Pictures' offering Trudis Liit (Little Trudis).
When it was her turn to audition, she was asked by the panel to sing, dance and cry on cue. She got the part of "Trudis Liit" for which she received the FAMAS Awards Best Child Performer award for 1963.[10]
She was cast in Sa Bawat Pintig ng Puso (1964), Maria Cecilia (1965), Kasalanan Kaya? (1968), Iginuhit ng Tadhana (1965) and later in its sequel Pinagbuklod ng Langit (1969).
Political career[]

Aside from being one of the most iconic and respected actresses in the country, Vilma Santos-Recto is also known as a public servant, with her political career spanning more than two decades.
AS THE FIRST WOMAN-MAYOR OF LIPA CITY[]
Santos-Recto began her foray into politics in 1998, when she ran and became the first female mayor of Lipa City in Batangas province. She would go on to serve three consecutive terms as the city’s chief executive. As mayor, Santos-Recto steered Lipa City as it moved into the 21st century. It was during her nine years as mayor when the city experienced rapid population and economic growth, transforming Lipa City from a predominantly agricultural city into an upcoming urban center in the Southern Tagalog region. Santos-Recto focused her H.E.A.R.T.S Program - Health, Education, Agriculture, Roads, Tourism, and Security & Social Services. In 2005, the University of the Philippines bestowed the Gawad Plaridel Award in recognition of her contributions as an actress, and for performing with the highest level of professional integrity in public service (University of the Philippines - College of Mass Communication website). In the same year, she was conferred an honorary doctorate degree in humanities (Doctor of Humanities Honoris Causa) by Lipa City College. The following year, she was again honoured by the University of the Philippines as one of the recipients of UP Film Institute’s Diwata Award for Distinguished Achievement in Women’s Cinema (ABS-CBN Star Cinema, 2015).
AS THE FIRST WOMAN-GOVERNOR OF BATANGAS PROVINCE[]
Santos-Recto continued to break glass ceilings when she was elected as the first female governor of Batangas province in 2007. In 2007, Santos-Recto was on her final term as Mayor. Barred from seeking another term, she made a bid for Governor of Batangas and won. She was proclaimed the 22nd Governor-elect of the Province of Batangas on May 21, 2007. Under her capable leadership, Batangas was proclaimed by the President as one of the Culture-Friendly LGUs (Philippine Information Agency, 2009). Her dedication did not go unnoticed. A civil society organization for the furtherance of local autonomy and governance in the Philippines conferred Governor Vilma Santos-Recto the BAYI Award For Exemplary Women Leadership in Politics and Governance, an award honouring women with valuable contributions to the promotion, protection and development of women’s rights in the Philippines. She was likewise acknowledged by People Asia Magazine as one of its 2007 People of the Year awardee, alongside fellow awardees Sen. Loren Legarda, businessman Andrew Tan, Taguig City Mayor Freddie Tinga, Comedy King Dolphy, cancer survivor and health advocate Pinky Pe Tobiano, entrepreneur-educator Vivienne Tan, businessman Ted Haresco, civic leader Gina de Venecia, among others (Institute of Politics and Governance, Inc. website). In 2009, Governor Vilma Santos-Recto was conferred her second Doctor of Humanities - Honoris Causa degree by the University of North Eastern Philippines. In 2012, Governor Santos-Recto received the Presidential Lingkod Bayan Award, deemed the highest honor bestowed upon a public servant, for daring to fight the toughest battles of the Province of Batangas, and addressing the persistent overcrowding in Taal Lake to improve water quality and prevent fish kill (Philippine Daily Inquirer, 2012).
AS THE FIRST REPRESENTATIVE OF THE 6TH DISTRICT OF BATANGAS[]
Similar to her acting career, Ms. Vilma Santos-Recto’s political career evolved. After finishing her third term in the executive, Ate Vi shifted to the legislative branch. She ran to become the first representative of the newly-formed sixth district of Batangas, comprising only the City of Lipa. Santos-Recto would go on to win by a landslide.

In the 17th Congress of the House of Representatives, she became Chairperson of the Committee on Civil Service and Professional Regulation despite being a neophyte House Member. However, she was removed from the post by the House leadership for her rejection of the re-imposition of capital punishment. She was the Vice Chair of the Committee on Globalization and WTO and the Committee on Local Government, and Member of the House Committees on Basic Education and Culture, Cooperatives Development, Information and Communications Technology, Interparliamentary Relations and Diplomacy, Labor and Employment, Poverty Alleviation, Public Works and Highways, Southern Tagalog Development, Ways and Means, Welfare of Children, and Women and Gender Equality. Representative Santos-Recto authored 166 bills, her advocacies focusing on health, education, agriculture, trade, transportation, national security, public works, social services, civil service and local governance. Some of her most significant measures are the Universal Health Care Law (HB 1975), the Medical Scholarship Bill (HB 2951), the Universal Access to Quality Tertiary Education (HB 1942), the Free Irrigation Service Act (HB 1943), the institutionalization of Pantawid Pamilyang Pilipino Program (4Ps), the Law Extending Maternity Leave (HB 4113), the Income Tax Reform Act (HB 1950), the Free Public Wifi Act (HB 1954), the Bilis Konek Act (HB 1951), the National Id System Act (HB 2167) and laws strengthening the security of tenure of workers (HB 6908). 18TH CONGRESS AND DEPUTY SPEAKER[]
Winning another term at the House of Representatives, the 18th Congress saw Santos-Recto as a Deputy Speaker, the second highest-ranking official of the House of Representatives. Six out of the 81 bills and resolutions that she filed have been enacted into law: Salary Standardization Law (HBs 3435, 3436, 4547 and 4353), Doktor Para sa Bayan Act (HBs 3445 and 4364). Most of the bills she filed this 18th Congress focused on Social Services, Health, Transportation, Agriculture and Education. Two resolutions were filed prioritizing the financial aid, rehabilitation and recovery of the Taal Volcano eruption last January 2020 - HRs 5966 and 5998. She also filed two (2) local bills namely: Lipa City Hospital upgrade and creation of a sixth District Engineering Office (DEO) in Batangas. Both have been transmitted to the Senate. A member of the Association of Women Legislators Foundation, Inc. (AWLFI), she took part in the advocacies and program advancing the causes of women. Deputy Speaker Santos-Recto co-authored 26 bills including the Eddie Garcia Act, providing occupational safety and health standards for workers in the film and theater industry, the Free Annual Medical Check Up for Filipinos, the COVID-19 Unemployment Reduction Economic Stimulus Fund, and Adopt a Poor Household Program, among others. She has filed controversial bills including the ABS-CBN franchise renewal, and was one of the 11 congressmen who voted affirmative for a franchise grant for the network. In the 2nd year of her 2nd term, she re-filed the franchise renewal bill which is still pending with the committee.
