Vitalii Semenovych Kurylo (born February 2, 1957, the settlement of Bilokurakyne, Luhansk region) is a Ukrainian scientist and politician. He is a People's Deputy of Ukraine [1] of the V, VI, VIII convocations. He is a Rector of University of Luhansk, Academician of the National Academy of Educational Sciences of Ukraine, Doctor of Pedagogical Sciences, Professor.


Biography[]

Vitalii S. Kurylo was born on February 2, 1957 in the settlement of Bilokurakyne, Lugansk. His father Semen Yevhrafovych (born 1929) and his mother Anastasiia Arsentiivna (born 1930) died. He is married and has four children: two sons and two daughters. He graduated from the Historical Faculty of Luhansk Taras Shevchenko State Pedagogical Institute in 1982. In 1974, he began his career as a teacher in Bilokurakyne Secondary School. He worked as a teacher in Pidhorivka Secondary School and Starobilsk Secondary School No. 3. In 1983-1986, he studied at the postgraduate school. From 1986 to 1996, he worked as an Assistant, Associate Professor, Vice-rector at Luhansk Pedagogical Institute. In 1987, he defended his dissertation on history. In 1996-1997, he took the position of Head of the Main Department of Education and Science of the Luhansk Regional State Administration. Since July 1997, he was the Rector of Luhansk Taras Shevchenko State Pedagogical Institute. During the leadership of Vitalii Kurylo, the institute became a classic national university. In 2000, he defended his doctoral dissertation on the history of pedagogy. Research topic "Formation and Development of Education and Pedagogical Thought of the Eastern Ukrainian Region in the Twentieth Century." In 2006, he was . In 2007, he was convocation at the early elections. In 2014, he was elected People's Deputy of the VIII convocation. He was Deputy Chairman of the Committee on Science and Education in the V-VI convocation and Deputy Chairman of the Committee on State Building and Local Self-Government in the VIII convocation. From 2006 to 2012, he was the President of University of Luhansk. In 2012-2014, he was the Rector of the same university. From April 2021, he was the Acting Rector, Chairman of the Academic Council of the University. Vitalii S. Kurylo heads the expert council at the Ministry of Education and Science of Ukraine for the defense of dissertations in pedagogical sciences and physical education and sports. He is a Member of the Presidium of the National Academy of Educational Sciences of Ukraine. He is a Member of the Executive Committee of the Volleyball Federation of Ukraine. He is a Member of the Presidium of the All-Ukrainian Society “Znannia” (“Knowledge”). He is a Chairman of the Luhansk branch of the National Union of Local Historians of Ukraine. In 2010, he was elected a full member (academician) of the National Academy of Educational Sciences of Ukraine.

Scientific works[]

Vitalii S. Kurylo is a recognized scientist in the field of pedagogical science and historical local lore. He is the author of more than 200 research papers. Vitalii Kurylo’s scientific school has 6 doctors and 15 candidates of science. The most famous scientific works: "Education and Pedagogical Thought of the Eastern Ukrainian Region in the Twentieth Century", "Pedagogical Philosophy", "History of Donbas", "History of Luhansk Region", "Luhansk Taras Shevchenko National University. Pages of History: (1921-2021)" and others. Some of the works were co-authored with V. Podov, B. Korotiaiev, S. Savchenko, A. Klimov.

Legislative activity[]

Vitalii S. Kurylo is the author and co-author of more than 100 bills, a significant part of which became the Laws of Ukraine. These are, first of all, , such as , in the preparation of which Vitalii Kurylo took an active part in a number of amendments to the Law on Higher Education, laws on local self-government, administrative-territorial organization, etc. In the Verkhovna Rada of Ukraine, Vitalii Kurylo headed the parliamentary group on interparliamentary relations with the Republic of Albania; was co-chair of the group on relations with Greece, deputy chairman on relations with Japan. He was the Deputy Chairman of the Eastern Partnership Group
