Vyacheslav Mikhailovich Markhayev (Russian: Вячеслав Михайлович Мархаев; born June 1, 1955, Sharaldai, Bokhansky District, Irkutsk Oblast[1]) is a Russian politician, Senator from Irkutsk Oblast since 2015.[2] First Secretary of the Buryat Communist Party.[3]

Biography[]

Born in the family of a school teacher in village Sharaldai. In 1977 he graduated from the Buryat State University.[4]

From 1980 to 2007 he worked in the internal affairs bodies. Founder and first commander of the Buryat riot police.[5] He began his career in Ministry of Internal Affairs with the district police officer and was promoted to deputy minister of Ministry of Internal Affairs.

Repeatedly went on business trips to Chechnya.

In 2007, with the rank of colonel, he retired from service.

Since December 2007, the deputy of the People's Khural of the Republic of Buryatia, the head of the Communist Party faction.[6]

Since May 2008, first secretary of the republican committee of CPRF.

In 2011–2015, he was a deputy in the State Duma of the Federal Assembly of the Russian Federation, a member of the Committee on Security and Anti-Corruption.

Since 2015 member of the Federation Council of the Federal Assembly of the Russian Federation from the Irkutsk Oblast.

In 2017, Markhaev was nominated as a candidate for the head of Buryatia by the party of Communist Party of Russian Federation,[7] but he could not overcome the municipal filter.[8][9][10]

In 2019 he publicly condemned the heavy handed police response to protests surrounding the Moscow City Duma elections[11][12]

On March 11, 2020, he was the only member of the Federation Council of the Federal Assembly of the Russian Federation who voted against the amendments to the Russian Constitution. The amendments include the statements that the marriage is the union between a man and a woman, as well as the explicit statement about the memory of our ancestors who transmitted ideals and faith in God.[13]
