Xıllı (also, Khilly and Yukhary-Khylly) is a municipality in the Neftchala Rayon of Azerbaijan.[citation needed] It has a population of 3,941.

History[]

The councillor Ibad Alakbarov played a major role in Khilly's development during the period of World War II.[2] He also worked as director of the Department of education from 1939 to 1944.[2] The village received municipality status in 1953.[citation needed]
