The 2023 Nigerian gubernatorial elections will be held for state governors in 30 out of 36 Nigerian states. All but two will be held in the early spring while the Kogi State and Bayelsa State elections will both be held in the autumn. The last regular gubernatorial elections for all states were in 2019. All states have a two term limit for Governors which makes 18 incumbent governors ineligible for re-election.

Abia State[]

PDP Governor Okezie Ikpeazu was re-elected to a second term in 2019 with 60.26% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Rumored APC candidates include 2015 and 2019 APGA gubernatorial nominee Alex Otti,[1] Minister of State for Mines and Steel Development and 2019 APC gubernatorial nominee Uchechukwu Sampson Ogah,[1] and former Abia Central Senator Nkechi Nwaogu. A rumored PDP candidate is Deputy Governor Ude Oko Chukwu.

Adamawa State[]

PDP Governor Ahmadu Umaru Fintiri was elected to a first term in 2019 with 43.22% of the vote. He is eligible to run for re-election, but has not yet stated whether he will do so. Rumored APC candidates include Secretary to the Government of the Federation Boss Mustapha,[2][3] former Adamawa Central Senator and 2019 ADC gubernatorial nominee Abdul-Aziz Nyako,[2] former EFCC Chairman and 2011 ACN presidential nominee Nuhu Ribadu,[2][3] former Adamawa Central Senator Abubakar Girei,[3] 2019 APC gubernatorial candidate and brother of First Lady Aisha Buhari Mahmood Halilu Ahmed,[3] former APC State Secretary Warfarninyi Theman,[2] Adamawa Central Senator Aishatu Dahiru Ahmed,[2] Jada/Ganye/MayoBelwa/Toungo Representative Abdulrazak Namdas,[2] Adamawa North Senator Ishaku Elisha Abbo.[4]

Akwa Ibom State[]

PDP Governor Udom Gabriel Emmanuel was re-elected to a second term in 2019 with 74.64% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. A rumored APC candidate is former Akwa Ibom North-East Senator and APC Caretaker Committee National Secretary John James Akpan Udo-Edehe.[5] Rumored PDP candidates[6] include Etinan/Nsit Ibom/Nsit Ubium Representative Onofiok Luke, former Akwa Ibom North-East Senator Effiong Dickson Bob, Commissioner for Lands and Housing Umo Eno, former ExxonMobil Nigeria Executive Director/Vice Chairman Udom Inoyo, Desicon Engineering Limited CEO Akanimo Udofia,[5] and Akwa Ibom North-East Senator Bassey Albert.[7]

Bauchi State[]

PDP Governor Bala Mohammed was elected to a first term in 2019 with 46.35% of the vote. He is eligible to run for re-election, but has not yet stated whether he will do so. A rumored PDP primary challenger for Governor Bala Mohammed is former Bauchi Central Senator and 2019 PDP gubernatorial candidate Abdul Ahmed Ningi.[8][9] Rumored APC candidates[8] include former Governor Mohammed Abdullahi Abubakar, Bauchi South Senator Lawal Yahaya Gumau, former Tertiary Education Trust Fund Chairman Musa Babayo, Bauchi Central Senator Jika Dauda Halliru, former APC National Auditor and 2019 APC gubernatorial candidate Bala Mohammed Jibrin, Ambassador to Germany Yusuf Tuggar, former Katagum Representative and 2019 NNPP Bauchi North senatorial nominee Farouk Mustapha, a Deputy Comptroller General of Customs Abdullahi Babani Tela, former Chief of the Air Staff Sadique Abubakar, former Bauchi South Senator and Danmadamin Bauchi Abubakar Maikafi, Bauchi North Senator Adamu Muhammad Bulkachuwa, and former Commissioner of Finance Nura Manu Soro.

Bayelsa State[]

PDP Governor Douye Diri was elected to a first term in 2019 after a court decision.[10] He is eligible to run for re-election, but has not yet stated whether he will do so. A rumored PDP primary challenger for Governor Douye Diri is former NDDC Managing Director/CEO and 2019 PDP gubernatorial candidate Timi Alaibe. Rumored APC candidates[11] include former Governor and Minister of State for Petroleum Resources Timipre Sylva, former Deputy Governor and 2020 Bayelsa West senatorial by-election nominee , 2019 APC gubernatorial nominee David Lyon, and former Minister of State for Agriculture and Rural Development and former Bayelsa West Senator Heineken Lokpobiri.

Benue State[]

PDP Governor Samuel Ortom was re-elected to a second term in 2019 with 52.29% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Announced APC candidates include Benue North-East Senator Barnabas Andyar Gemade.[12][13] Rumored PDP candidates include Chief Press Secretary to Governor Ortom Terver Akase,[14][15] Speaker of the State House of Assembly Titus Uba,[14][15] BECCIMA President Paul Ubwa,[14][15][16] Commissioner for Water Resources and Solid Minerals Dondu Ahire,[14] former Managing Director/CEO of NEXIM Robert Orya,[14] Commissioner for Education Dennis Ityavyar,[14][15] former Standards Organisation of Nigeria Director General Paul Angya,[15] and former Deputy Governor Steven Lawani[13] while Chief of Staff to Governor Ortom Terwase Orbunde suspended his campaign.[17][18]

Borno State[]

APC Governor Babagana Umara Zulum was elected to a first term in 2019 with 92.78% of the vote. He is eligible to run for re-election, but has not yet stated whether he will do so. Rumored APC primary challengers for Governor Babagana Umara Zulum are 2019 APC gubernatorial candidate Kashim Ibrahim-Imam, Minister of State for Agriculture and Rural Development Mustapha Baba Shehuri, Borno North Senator Abubakar Kyari, and Borno South Senator Mohammed Ali Ndume. Rumored PDP candidates include 2015 PDP gubernatorial nominee Gambo Lawan and former Borno Central Senator and Northeast Governors Forum Executive Secretary Mohammed Abba-Aji.

Cross River State[]

PDP-turned-APC Governor Benedict Ayade was re-elected to a second term in 2019 with 73.04% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. PDP Governor Ifeanyi Okowa was re-elected to a second term in 2019 with 80.17% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. A rumored APC candidate is Delta Central Senator and Senate Deputy President Ovie Omo-Agege.[24] An announced PDP candidate is 2015 PDP gubernatorial candidate and former Minister of State for Education Kenneth Gbagi.[25][26][27][28]

Ebonyi State[]

PDP-turned-APC Governor Dave Umahi was re-elected to a second term in 2019 with 81.54% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Rumored APC candidates include Chairman of Ebonyi State Extended Special Public Works Programme of the Federal Government and 2019 APC gubernatorial candidate Edward Nkwegu,[29] former Ebonyi Central Senator and member of the National Assembly Service Commission Julius Ucha,[29] former SSG and 2019 APC gubernatorial candidate Bernard Odoh,[29] Chairman of the Revenue Mobilization Allocation and Fiscal Commission Elias Mbam,[29] and former Ebonyi South Senator and 2019 APC gubernatorial nominee Sonni Ogbuoji. Enugu State[]

PDP Governor Ifeanyi Ugwuanyi was re-elected to a second term in 2019 with 95.54% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. A rumored APC candidate is Enugu North Senator and 2019 APC gubernatorial nominee Ayogu Eze. Rumored PDP candidates include Enugu West Senator Ike Ekweremadu,[30] former Federal Permanent Secretary , Nsukka/Igbo-Eze South Representative Patrick Asadu, former Minister of Power Bartholomew Nnaji, House of Assembly Speaker and member for Enugu East Urban Edward Uchenna Ubosi, former Minister of Information and Communications Frank Nweke, Commissioner and former Enugu East/Isi-Uzo Representative Chijioke Jonathan Edeoga, and former Enugu East Senator Gilbert Nnaji.

Gombe State[]

APC Governor Muhammad Inuwa Yahaya was elected to a first term in 2019 with 59.88% of the vote. He is eligible to run for re-election, but has not yet stated whether he will do so. A rumored PDP candidate is former Deputy Speaker of the House of Representatives and 2019 PDP gubernatorial nominee Usman Bayero Nafada.

Jigawa State[]

APC Governor Mohammed Badaru Abubakar was re-elected to a second term in 2019 with 73.51% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Rumored APC candidates include Jigawa North Senator Ibrahim Hassan Hadejia and Jigawa South-West Senator Mohammed Sabo Nakudu. Rumored PDP candidates include 2019 PDP Jigawa South-West senatorial nominee and son of former Governor Sule Lamido Mustapha Sule-Lamido, 2015 and 2019 PDP gubernatorial nominee Aminu Ibrahim Ringim, and former Minister of State for Foreign Affairs and 2015 PDP deputy gubernatorial nominee Nuruddeen Muhammad.

Kaduna State[]

APC Governor Nasir Ahmad el-Rufai was re-elected to a second term in 2019 with 55.32% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Rumored APC candidates include[31] Deputy Governor Hadiza Sabuwa Balarabe, Kaduna Central Senator Uba Sani,[32] former Managing Director of the Nigerian Ports Authority and a co-founder of the Bring Back Our Girls campaign Hadiza Bala Usman, Kaduna North Senator Suleiman Abdu Kwari, former House of Assembly Speaker and former member for Sabon Gari Aminu Shagali, and Chief of Staff to el-Rufai Muhammad Sani Abdullahi. Rumored PDP candidates include 2019 PDP gubernatorial nominee and former Makarfi/Kudan Representative Isah Ashiru, former Kaduna North Senator and 2019 PDP gubernatorial candidate Suleiman Othman Hunkuyi, and former Governor and 2019 PDP gubernatorial candidate Mukhtar Ramalan Yero.

Kano State[]

APC Governor Abdullahi Umar Ganduje was re-elected to a second term in 2019 with 50.23% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Rumored APC candidates include[33] Deputy Governor Nasir Yusuf Gawuna, Kano North Senator Bara’u Jibrin, 2015 PDP gubernatorial candidate Salihu Sagir Takai, 2019 GPN gubernatorial candidate Abdulsalam Abdulkarim (A.A.) Zaura, and 2019 ADP gubernatorial candidate Umar Yakubu Danhassan.

Katsina State[]

APC Governor Aminu Bello Masari was re-elected to a second term in 2019 with 70.04% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Rumored APC candidates include[34] Minister of Aviation Hadi Sirika, Katsina North Senator Ahmad Babba Kaita, SMEDAN Director-General Dikko Umaru Radda, and Federal Mortgage Bank of Nigeria Managing Director/CEO Ahmed Musa Dangiwa.

Kebbi State[]

APC Governor Abubakar Atiku Bagudu was re-elected to a second term in 2019 with 84.92% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Rumored APC candidates include[35] Nigeria Union of Teachers President and Nigeria Labour Congress Vice National Chairman , Minister of Justice and Attorney General of the Federation Abubakar Malami, Kebbi North Senator Yahaya Abubakar Abdullahi, and Kebbi South Senator Bala Ibn Na'allah.

Kogi State[]

APC Governor Yahaya Bello was elected to a second term in 2019 with 66.51% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. A rumored APC candidate is Kogi West Senator Smart Adeyemi.[4]

Kwara State[]

APC Governor AbdulRahman AbdulRazaq was elected to a first term in 2019 with 73.12% of the vote. He is eligible to run for re-election, but has not yet stated whether he will do so. Rumored PDP candidates include 2019 PDP gubernatorial nominee and former Asa/Ilorin West Representative Razaq Atunwa and former Minister of Youth Development Bolaji Abdullahi.

Lagos State[]

APC Governor Babajide Sanwo-Olu was elected to a first term in 2019 with 75.65% of the vote. He is eligible to run for re-election, but has not yet stated whether he will do so. Rumored PDP candidates include 2020 PDP Lagos East senatorial by-election nominee Babatunde Gbadamosi and 2015 and 2019 PDP gubernatorial nominee Jimi Agbaje.

Nasarawa State[]

APC Governor Abdullahi Sule was elected to a first term in 2019 with 48.78% of the vote. He is eligible to run for re-election, but has not yet stated whether he will do so. Rumored PDP candidates include 2019 PDP gubernatorial nominee and former Akwanga/Nasarawa Eggon/Wamba Representative David Ombugadu, former Nasarawa North Senator and 2019 PDP gubernatorial candidate Solomon Ewuga, and 2015 PDP gubernatorial nominee Yusuf Agabi. A rumored APGA candidate is 2015 and 2019 APGA gubernatorial nominee Labaran Maku.

Niger State[]

APC Governor Abubakar Sani Bello was re-elected to a second term in 2019 with 58.43% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Rumored APC candidates include former Minister of Youths, Sports and Social Development Sani Ndanusa, Gurara/Suleja/Tafa Representative Abubakar Lado Abdullahi, and Chanchaga Representative Mohammed Bago Umaru. Rumored PDP candidates include 2015 PDP deputy gubernatorial nominee Isah Liman Kantigi, 2015 and 2019 PDP gubernatorial nominee Umar Nasko, son of former Supreme Court Chief Justice Idris Legbo Kutigi and former Lavun/Mokwa/Edati Representative Mohammed Sani Kutigi.

Ogun State[]

APC Governor Dapo Abiodun was elected to a first term in 2019 with 35.49% of the vote. He is eligible to run for re-election, but has not yet stated whether he will do so.

Oyo State[]

PDP Governor Seyi Makinde was elected to a first term in 2019 with 56.24% of the vote. He is eligible to run for re-election, but has not yet stated whether he will do so. Rumored APC candidates include[36] former CBN Deputy Governor of Operations and 2019 APC gubernatorial nominee Adebayo Adelabu, Oyo Central Senator Teslim Folarin, and former Chief of Staff to former Governor Abiola Ajimobi and Nigerian Communications Commission Chairman Adeolu Akande, Oyo North Senator Abdulfatai Buhari, former Oyo South Senator and 2019 ADC gubernatorial candidate Olufemi Lanlehin, and 2019 APC gubernatorial candidate Joseph Olasunkanmi Tegbe.

Plateau State[]

APC Governor Simon Lalong was re-elected to a second term in 2019 with 51.35% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Rumored APC candidates include Deputy Governor Sonni Gwanle Tyoden and Plateau Central Senator Dimka Ayuba. Rumored PDP candidates include former Pankshin/Kanke/Kanam Representative Timothy Golu and former Nigeria Immigration Service Comptroller-General and 2019 PDP Plateau Central senatorial nominee David Shikfu Parradang

Rivers State[]

PDP Governor Ezenwo Nyesom Wike was re-elected to a second term in 2019 with 83.28% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. PDP Governor Aminu Tambuwal was re-elected to a second term in 2019 with 49.41% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Rumored APC candidates include[38] 2019 APC gubernatorial nominee and Nigeria Police Trust Fund Executive Secretary Isa Ahmad Aliyu, former Minister of Sports Yusuf Sulaiman, and 2019 APC gubernatorial candidate Faruk Yabo.

Taraba State[]

PDP Governor Darius Ishaku was re-elected to a second term in 2019 with 57.21% of the vote. He will be term-limited in 2023 and cannot seek re-election for a third term. Rumored APC candidates include former Taraba North Senator and 2019 APC gubernatorial nominee and Minister of Power Saleh Mamman. A rumored PDP candidate is Taraba South Senator Emmanuel Bwacha.[39]

Yobe State[]

APC Governor Mai Mala Buni was elected to a first term in 2019 with 81.26% of the vote. He is eligible to run for re-election, but has not yet stated whether he will do so.

Zamfara State[]

PDP-turned-APC Governor Bello Matawalle was elected to a first term in 2019 after a court decision.[40] He is eligible to run for re-election, but has not yet stated whether he will do so.
