Bala Velayat Rural District (Persian: دهستان بالاولايت) is a rural district (dehestan) in the Central District of Kashmar County, Razavi Khorasan Province, Iran. At the 2006 census, its population was 26,581, in 7,052 families.[1] The rural district has 20 villages.
