Girish Chandra Murmu (born 21 November 1959) is the 14th Comptroller and Auditor General of India[1] and the external auditor of the Inter-Parliamentary Union.[2] He is also the chairman of the United Nations Panel of External Auditors and the Asian Organization of Supreme Audit Institutions.[3][4] He was the Inaugural Lieutenant Governor of the Union Territory of Jammu and Kashmir till 6 August 2020.[5][6] He is a 1985 batch IAS officer of Gujarat cadre and was principal secretary to Narendra Modi during his tenure as the Chief Minister of Gujarat.[7]

Early life and education[]

G.C. Murmu was born on 21 November 1959 in Betnoti village of Mayurbhanj district in Odisha in a Santal family.[8] He holds a Master of Arts degree in Political Science from Utkal University. He also holds an MBA degree from University of Birmingham. He is the eldest among eight siblings, six brothers and two sisters. One of his brothers, Sirish Chandra Murmu is working as a chief general manager at the Reserve Bank of India as of 2019.[9][10]

Career[]

In 2001, when Narendra Modi became chief minister of Gujarat, Murmu was the Relief Commissioner. Shortly afterwards he became Commissioner, Mines and Minerals and thereafter Managing Director, Gujarat Maritime Board.[11]

Murmu's career took off in 2004 when he was made joint secretary of Home Department, which was headed by Amit Shah and directly supervised by Modi. He was given the task of handling the 2002 Gujarat riots cases. when Amit Shah was in jail, Murmu prepared his case papers.[citation needed]

On 31 October 2019, Murmu took charge as the 1st Lieutenant Governor of Jammu and Kashmir after the formation of the new Union territory of Jammu and Kashmir under the Jammu and Kashmir Reorganisation Act, 2019. He presided over the last Governor of Jammu and Kashmir Satya Pal Malik, to become the 1st Lieutenant Governor of Jammu and Kashmir.[12] On 5 August 2020, he resigned from his position.[13]

On 8 August 2020, he was appointed as the Comptroller and Auditor General of India.[14] On 20 November 2020, he was elected as the External Auditor of the Inter Parliamentary Union, Geneva for a three-year term

He has earlier also been on the UN Board of Auditors from 1993 to 1999 & 2014 to 2020. Presently, he is the external auditor of the World Health Organization, Geneva and Food & Agriculture Organization, Rome. He is on the Governing Board of INTOSAI. Earlier, he has been the External Auditor of World Food Programme, World Intellectual Property Organization, International Atomic Energy Agency, UN World Tourism Organization, International Organization for Migration, International Maritime Organization & Organization for Prohibition of Chemical Weapons.[15]

Controversies[]

RB Sreekumar, a 1971 batch Gujarat cadre IPS officer, has alleged that Murmu was deputed to "tutor" the witnesses who deposed before Nanavati Commission in 2004, saying it was done in order to give a clean chit to Narendra Modi, whose name came up during investigations into the 2002 riots, these allegations found to be false and "motivated" as recoded by SIT [16] and Ishrat Jahan encounter case. During 2013 CBI investigations, Murmu was alleged to have influenced police officials investigating Ishrat Jahan's encounter and trying to derail the investigation.[17]
