Gmina Stara Kamienica is a rural gmina (administrative district) in Jelenia Góra County, Lower Silesian Voivodeship, in south-western Poland. Its seat is the village of Stara Kamienica, which lies approximately 13 kilometres (8 mi) west of Jelenia Góra, and 106 kilometres (66 mi) west of the regional capital Wrocław.

The gmina covers an area of 110.46 square kilometres (42.6 sq mi), and as of 2019 its total population is 5,266.
