The Juan de Fuca Plate is an annual cup contested between the TSS FC Rovers and the Victoria Highlanders of the USL Premier Development League which takes into account regular season games played between the teams.[1]

It was first contested annually between the 2012 and the 2014 seasons. In the inaugural year, three teams including the Fraser Valley Mariners also competed, but when they stopped fielding a PDL team only Vancouver Whitecaps U-23 and Victoria remained.[2] After the shuttering of the Whitecaps' U-23 team and the Highlanders' move to the Pacific Coast Soccer League for the 2015 season, the competition was not played until the Highlanders returned and TSS joined the PDL in 2017. In December 2019, Victoria Highlanders announced that they will be leaving USL League Two citing possible future sanctioning issues between club and federations involved in playing in cross-border leagues. Victoria is playing in the Pacific Coast Soccer League for 2020 while plans are made for a possible League1 BC inclusion for 2021.[3] Vancouver TSS Rovers and Victoria Highlanders announced that the Juan de Fuca Plate would be contested in 2020 even though both clubs are not in the same league,[4] however, it was cancelled due to the COVID-19 pandemic.
