The Ministry of Education, Culture, Research, and Technology (Kemdikbudristek; Indonesian: Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi) is a new government ministry resulted from fusion of Ministry of Education and Culture and Ministry of Research and Technology. As the name suggest, the ministry is responsible for managing education, cultural, research, and technology affairs within the Indonesian government.

History[]

On 30 March 2021, Joko Widodo submitted a Presidential Letter No. R-14/Pres/03/2021 to People's Representative Council contained a proposal for major changes in the national cabinet. In his Presidential Letter, Ministry of Research and Technology and Ministry of Education and Culture will be merged into one ministry named Ministry of Education, Culture, Research and Technology. While a new ministry, Ministry of Investment, will be spin off from current Coordinating Ministry for Maritime and Investments Affairs to be an independent ministry on its own, but still under its coordination. National Research and Innovation Agency (Indonesian: Badan Riset dan Inovasi Nasional, BRIN) will be separated as a new non-ministerial agency.[1]

On 9 April 2021, People's Representative Council, approved the changes.[2] On 13 April 2021, Ali Mochtar Ngabalin, spokesperson and expert professional of Deputy IV (Information and Political Communication) Executive Office of the President of the Republic of Indonesia, announced that the second reshuffle will take place on second week of April 2021.[3] However, due to many reasons, the second reshuffle finally announced at 28 April 2021. Unusual for reshuffle happened in Indonesia, this reshuffle was the first of its kind which not only reshuffled the ministers, but also disbanding ministry institutions during the mid-term. In this reshuffle, Nadiem Makarim appointed as the first holder of Minister of Education, Culture, Research, and Technology.[4] All appointed officials inaugurated and their respective new offices were established with Presidential Decision No. 72/P/2021.[5]

Organization[]

Initially, based on the temporary constituting document, Presidential Decree No. 31/2021 signed on 28 April 2021, this ministry is organized in the following manner merging the organizational structures of the two preceding cabinet ministries.[6] However, the structure was very large and ineffective. On 30 July 2021, Joko Widodo issued the permanent constituting document of the ministry, Presidential Decree No. 62/2021 to the government's law official channel, Documentation Legal Information Network.[7] The decree itself backdated to 15 July 2021.[8] The current structure of the ministry now consisted by much slimmer organizations.

On 23 August 2021, the Ministry structure expanded with Ministry of Education, Culture, Research, and Technology Decree No 28/2021 into[9]:

To govern and regulate science, research, and technology in Indonesia after dismantlement of Ministry of Research and Technology, General Directorate of Higher Education, Research, and Technology, a smaller version of Ministry of Research and Technology, created within the ministry in pursuance of Presidential Decree No. 62/2021.[8] Despite that, the coordination between the ministry and the BRIN is not yet made clear in the constituting document. Nadiem himself asserted that BRIN is a partner of the ministry in performing researches, not the subordinate of the ministry.[10] While the presidential decree not clearly separated the scope limitation of the ministry and coordination with BRIN, the ministry decree No. 28/2021 treated BRIN as separate entity on its own and clearly outlined the ministry power in regulating scientific, research, and technology affairs, confirming Nadiem statements.[9] The ministry decree also confirmed the relinquishment of its National Archaeology Research Institute to BRIN.[9]

Language and Book Development Agency also disbanded and split into two new agencies subordinate to the ministry, Agency of Education Standards, Curriculum, and Assessments and Language Research and Development Agency.[11]

As in the Onward Indonesia Cabinet, Joko Widodo also opened possibility of Office of the Vice Minister within a ministry.[12]

Responses[]

Hasto Kristiyanto of Indonesian Democratic Party of Struggle, praised the move. The move claimed to strengthen the research synergy and further cementing position of BRIN. With the fusion, he hoped that BRIN become independent agency and directly served under the president, like other non-ministerial agency.[13]

Hetifah Syaifudian of Golkar Party, Vice Chief of Commission X, praised the move. She commented that such fusion might helping the research synergy between academia and research agencies. She also cited that 90% Indonesian research products hailed from researches performed by universities and institutes under Ministry of Education and Culture instead of government research agencies and research institutes under Ministry of research and Technology.[14]

Criticisms[]

From opposition, Mulyanto, Vice chief of Prosperous Justice Party fraction in People's Representative Council and member of Commission VII criticized the decision taken by current government and said that the change is not effective. He claimed that current government not learned from the previous experience when combining Ministry of Research and Technology with General Directorate of Higher Education to form Ministry of Research, Technology, and Higher Education. While the ministry successfully formed, the ministry, as he claimed was not effective to manage research and technology development when combined to manage educational affairs. He also cited that in previous cabinet, the administrative migration and adaptation processes in new ministry required at least three years. Not only that, the presence of National Research and Innovation Agency, which now become a new non-ministerial agency to coordinate and facilitate state research and development also making the forming of the ministry somewhat overlap.[15]

Not only from opposition, the governing coalition side also voiced critics. Syaiful Huda of National Awakening Party, Chief of Commission X, while praised the move, he criticized the formation of new ministry happened in the middle of second term of ruling government, which normally such major change happened must done earlier. Citing the same issue of the administrative migration and adaptation processes in new ministry required at least three years, he urged that such problem must be finished maximum one year after the formation of the new ministry. He also request that the transitional process and consolidation must done as soon as possible, due to COVID-19 pandemic situation require much research synergy. He also commented that such fusion will put heavy load to the new ministry because both of preceding ministries had very different focuses for long time.[16][14]

In aftermath of Presidential Decree No. 62/2021 issuance, formation of General Directorate of Higher education, Research, and Technology also criticized by even the official of the ministry itself. Johannes Gunawan of Directorate of Higher Education criticized that government seems not learning failures and misfits from the past. He only hoped that the manpower manning the new General Directorate must be filled with competent and fit people for proper position, because in the past, during Ministry of Research, Technology, and Higher Education era, many posts filled with people with misplaced expertise (research based experts posted in higher education posts, and vice versa).[17]
