Outer Banks is an American action-adventure mystery teen drama streaming television series created by Josh Pate, Jonas Pate, and Shannon Burke that premiered on Netflix on April 15, 2020.^[4][5] In July 2020, the series was renewed for a second season which premiered on July 30, 2021.^[6][7]

Premise

Outer Banks is set in a coastal town along the Outer Banks of North Carolina, where there is a stark social divide between wealthy seasonal residents and working-class locals (who have the nicknames "Kooks" and "Pogues", respectively). The show follows a group of Pogue teenagers who live at The Cut, and are determined to find out what happened to the missing father of the group's ringleader, John B. Along the way, they discover a legendary treasure that is tied to John B's father.^[4]

Chased by the law and a wealthy group of Kooks from Figure Eight, the Pogues seek to overcome obstacles such as drugs, love, fighting, friendship, money, and the disenfranchisement of being an American teen.

John B is called into the office at school as his father has been missing for 9 months and his uncle is listed as his caretaker but has lived out of state for the last three months. The child protective services want to find him a foster home but their check-in had to be rescheduled due to a hurricane coming towards the island. After the hurricane hits, the group of friends takes the boat into the marsh to fish. They run into what they think is a sand bar but turns out to be a sunken ship. When they dive down to take a look they find a key that goes to a room at the Summer Winds Motel. When JJ and John B enter the room they find a safe containing an envelope, gun, and hundreds of dollars in cash. JJ grabs the gun and a handful of cash as the sheriff shows up. They escape through the window and get away as the sheriff investigates the room. Later that night they take a keg out to the beach and have a party. During the party, a feud breaks out between John B and Topper (one of the Pogues' rivals, part of the wealthy gang of Kooks). Topper forces John B's head under the water and holds him under. JJ pulls out the gun taken from the hotel room and threatens Topper with it until he releases John B. JJ fires into the air to end the party and disperse the party-goers. Later on, the group wants to go back and explore the boat so John B borrows scuba gear from his employer. While leaving the boat crash site they are chased and shot at by two other men in a boat. Kiara throws a net that gets tangled in the motor and allows them to getaway. When they arrive home and open the bag they find the bag contains John B's father's compass.

She agrees not to tell but her younger sister, Wheezie, is hiding on the boat listening to their conversation. John B and JJ decide to go try and talk to Lana, Scooter's wife to find out the significance of the compass. When they arrive the two men who chased them of the boat were there yelling at Lana and throwing things around. After the men left John B and JJ went in to help and showed her the compass. She told John B it was dangerous to have and to leave. Wheezie tells Topper about John B taking the scuba gear and Topper confronts Sarah. She becomes defensive so Topper tells Ward, Sarah's father, about the gear and he fires John B. John B opens his father's compass and finds the word Redfield carved into it in his father's handwriting. While looking for clues the two men show up looking for the compass and blueprint plans for the Merchant ship. The group hides in the chicken coop until they leave. The group goes to the Redfield lighthouse because John B thinks that is what the clue is for. Kiara and John B go up into the lighthouse where a man tells them where he thinks the Merchant sank. When John B shows them the compass he radios for the sheriff. JJ and Pope drive away so Kiara and John B have to run on foot but end up being caught. Kiara's dad bails them out and while John B is running home, he is chased by the two men again. He tries to jump a fence but is electrocuted due to hanging wires. The men catch up with him but the sheriff pulls up and they leave. John B decides to give the compass to Sheriff Peterkin. Once John B gets home, he looks at the family tree and realizes his great-grandmother's maiden name is Redfield. John B, Kiara, JJ, and Pope drive out to her grave. The door won't open so Kiara fits through a hole and finds something.

Also in the envelope is a tape recorder with John B's father talking on it. John B's dad tells him to finish what he started. They find out there are 400 million dollars on the Merchant, so they come up with a plan to get it. Ward gives Rafe money to buy more backup generators but he buys a motorcycle instead. Rafe then goes to Barry's, to get drugs to sell. However, Rafe doesn't have money for the drugs, so he is forced to leave his bike as collateral. Barry gives him two days to sell the drugs, and give him his money. John B, JJ, Kiara, and Pope head over to the salvage yard. Their goal is to get a drone with a camera, so they can try to find and explore the wreck. Kiara pretends to have a flat tire to distract the guard, while the boys try to get the drone. JJ doesn't have the correct code for the lock and the guard dog comes towards them. The security guard realizes what is happening and he chases them. Pope and JJ run away but John B stays and smashes the lock with a pipe. He gets the drone while JJ talks to the security guard, as he knows him. The security guard lets him go because of this. Later, a fisherman finds the two men that were chasing the compass, in his nets. Sheriff Peterkin is called to check it out. While Pope and JJ are delivering groceries, Rafe and Topper jump Pope. In retaliation, Pope and JJ pull the plug on Topper's boat and it sinks. The group starts the search with the drone over the coordinates and they find the ship at almost 1000 feet down.

When John B gets home Cheryl from DCS is there waiting with Thomas, a sheriff, to take him to a foster home. He manages to escape by dropping his dad's picture out of the car window and running away. He takes a bike, runs into a chain, and flips over it. As this happens, Sarah is walking and finds him. Sarah takes John B to get the picture of his father and then to her house. Topper finds his sunken boat and his mother chides him for the damage. Topper, Rafe, and Kelce deduce that it was Pope who pulled the plug on the boat. Sarah and John B arrive at the Cameron's. As Sarah cleans off the wound, John B asks her about a portrait on the wall of her father's office. She explains that the person is Denmark Tanny and that he created Tannyhill. John B recognizes the name and realizes that Tanny survived the wreck. John B says that he needs to go to the archives at Chapel Hill and Sarah decides to go with him. JJ, Pope, and Kiara go to a movie where Topper and Rafe are there and tell Pope they know what he did. A fight breaks out between both groups so Kiara sets the movie screen on fire as a distraction so Rafe and Topper leave.

In the aftermath of the shooting of the sheriff, John flees while Ward sends the plane carrying the gold to the Bahamas and attempts to save the sheriff with Shoupe's help. However, the sheriff dies and Ward blames the murder on John to protect Rafe and locks up Sarah who escapes with her sister's help. As John goes on the run, his friends attempt to protect him while the police lead a manhunt. The Pogues decide to steal JJ's father's Formula boat so that John can flee the island while Rafe hunts him as well; Pope has his heartbroken after confessing his love to Kiara. As John evades the manhunt, he is trapped by Kelce and Topper, but briefly escapes; Topper then discovers Sarah and Johns hiding spot and alerts the police on their location. Topper later tricks the police to prove how much he still loves Sarah so John and Sarah can get away after Rafe sets their hiding place on fire.

Ward confesses to Rose his and Rafe's crimes, they then plan to fly to the Bahamas to retrieve the gold. police then swarm the island. John and Sarah continue hiding out; Ward intercepts Sarah's attempt to reveal the truth to Shoupe and the authorities, but she escapes her father. The Pogues steal the Phantom, JJ's father's boat, while John returns home to retrieve the gold he has stashed there. John steals Shoupe's police car while he is searching his house in order to meet the others. Rafe and Barry attack the Pogues, but are overpowered with the surprise attack of Pope; in the process, Barry learns that Rafe murdered the sheriff and implies he will blackmail Rafe with it. John and Sarah attempt to escape inland on the Phantom as a tropical storm strikes, their escape is soon spotted when power is restored to the cities lighthouse, which illuminates them in the bay. The authorities give chase, which forces John and Sarah into the open sea in the middle of the storm. Ward attempts to convince John to bring back Sarah if he truly loves her via the "Phantom's" radio. John reveals Ward's actions over the radio, leading to Shoupe arresting him, but the Phantom capsizes in the storm, and John and Sarah are presumed dead. As their friends mourn and Pope and Kiara start a relationship, John and Sarah survive the storm and are rescued by a passing cargo ship; with the ship on its way to Nassau, they realize that they now have a chance to recover the gold.

Season 2 (2021)

Development

On May 3, 2019, it was announced that Netflix had given the production a series order for a first season consisting of ten episodes. The series was created and executive produced by Josh Pate, Jonas Pate, and Shannon Burke.^[4] The series was released on April 15, 2020.^[5] On July 24, 2020, Netflix renewed the series for a second season which was released on July 30, 2021.^[6][7]

Casting

Alongside the initial series announcement, it was reported that Chase Stokes, Madelyn Cline, Madison Bailey, Jonathan Daviss, Rudy Pankow, Charles Esten, Austin North, and Drew Starkey were cast in starring roles.^[4] On July 2, 2019, Caroline Arapoglou joined the cast in a recurring role.^[12] On October 22, 2020, Elizabeth Mitchell was cast in a recurring role for the second season.^[10] On April 15, 2021, Carlacia Grant joined the cast in a recurring capacity for the second season.^[9]

Filming

Co-creator Jonas Pate envisioned filming in Wilmington, North Carolina, but Netflix opted not to film the show there because of the state's House Bill 2 legislation.^[13] Principal photography for the first season began on May 1, 2019, in Charleston, South Carolina.^[14] Filming for the second season began on August 31, 2020 and concluded on April 2, 2021.^[15][16][17]

Reception

Critical response

Steve Greene of IndieWire gave the series' first season a B- and wrote a review saying, "Some of those later confrontations buckle under the weight of their plot connecting, but when Outer Banks dials its melodrama to its own sweet spot, there's enough fun to keep a story-hungry audience following along the trail."^[18] Reviewing the series for The Hollywood Reporter, Daniel Fienberg described the series' first season as "pretty people, pretty cinematography, pretty dumb" and said, "the show is positively littered with characters and plot threads that feel like they might have been relevant or even important in a 13-episode season or a YA novel that offered more breathing room."^[19]

On Rotten Tomatoes, the first season holds an approval rating of 71% based on 21 reviews, with an average rating of 6.72/10. The website's critical consensus reads, "Outer Banks' over-the-top melodrama is balanced out by a strong sense of adventure that's bound to hook those looking to capture that summer feeling."^[20] On Metacritic, it has a weighted average score of 61 out of 100 based on 9 reviews, indicating "generally favorable reviews".^[21]

The second season has a 83% approval rating on Rotten Tomatoes, based on 6 reviews, with an average rating of 6.20/10.^[22]

Legal matter

On December 21, 2020, a North Carolina teacher and author named Kevin Wooten filed a lawsuit against Netflix and the creators of Outer Banks, claiming they stole the plot of his novel Pennywise: The Hunt For Blackbeard's Treasure!. Wooten is seeking for ongoing royalties and damages payments.^[23][24]
