The Roman Catholic Diocese of Ecatepec (Latin: Dioecesis Ecatepecensis) (erected 28 June 1995) is a suffragan diocese of the Archdiocese of Tlalnepantla. The see city is Ecatepec de Morelos, in the in Morelos State in Mexico. On Tuesday, July 17, 2012, Pope Benedict XVI transferred Bishop , , from the Roman Catholic Diocese of Tlapa in , a suffragan diocese of the Roman Catholic Archdiocese of Acapulco in Acapulco, Mexico, to be the second Bishop of the Roman Catholic Diocese of Ecatepec. Bishop Couttolenc was born in Puebla, Mexico, on May 13, 1956. In 1972, he joined the , and later completed studies in Roman Catholic Philosophy and Theology at the . Since 1982, Bishop Couttolenc has been a member of the society of apostolic life of the . He was ordained to the Roman Catholic presbyterate (priesthood) on August 11, 1983. He then obtained a , another Licentiate (Post-Master's Degree)- the Licentiate in Sacred Theology (S.T.L.), and a Master's Degree in Educational Administration, all three of which were also awarded by the Intercontinental University of Mexico. From 1983 to 1986, he was the "State Vocational Animator" (Vocational Officer or Director), and also () of the Parish of "Santa Maria, Mother of the Church", in the Roman Catholic Archdiocese of Monterrey, in Monterrey, Mexico. From 1986 to 1991, then-Father Couttolenc was a Missionary for the Roman Catholic Diocese of Ngong in Ngong, Kenya, near Nairobi, Kenya. From 1991 to 1993, he served as Treasurer General of the Missionaries of Guadalupe and Administrative and Legal Director of the Intercontinental University of Mexico, his alma mater. Then, from 2003 to 2007, he was Vicar General of the Missionaries of Guadalupe. On March 27, 2007, he was appointed Bishop of Tlapa by Pope Benedict, receiving episcopal ordination on the following June 11.[1]
