Muhammad Masood Tahir Hanfi (Urdu: محمد مسعود طاہر حنفی) is a Pakistani poet,[2][3] journalist, and a former civil servant[4] based in Islamabad, Pakistan. He is a former Deputy Secretary General of Parliament of Pakistan and Additional Secretary[5] in charge of committee wing responsible for technical and administrative support to the National Assembly of Pakistan. Currently, he is a parliamentary development consultant[6] and international advisor on capacity-building initiatives.

Life and professional career[]

Tahir Hanfi was born on 26 November 1955 in Rawalpindi, Pakistan.[2] He received his master's degree in Defence and Strategic Studies from National Defence University, Islamabad (2007) and M.A. in Political Science from University of the Punjab, Lahore (1981). He successfully completed 44-week National Defence Course (NDC) from National Defence University Islamabad (2007) and a 12-week Executive Course in Security Studies in 2004 at Asia Pacific Centre for Security Studies (APCSS), Honolulu, Hawaii, US. He was also accorded prestigious British FCO funded 2008 Chevening fellowship for "Democracy, the Rule of Law and Security" at the Centre for Studies in Security and Diplomacy (CSSD) University of Birmingham, UK.

Starting from 1983 in the service of National Assembly of Pakistan, Mr Hanfi had been Additional Secretary in charge of three wings of National Assembly namely Public Accounts Committee (2013 – 2014), Library & Research (2013 – 2015) and Committees (2015).[7] He has also served as Director-General Library & Research (2004 – 2013), Joint Secretary Public Accounts Committee (2009 – 2010), Director & Deputy Director Inter-Parliamentary Affairs Division (1990 – 2004), and Research Officer in Research and Reference Directorate (1983 – 1989). He has served as Secretary to a Special Parliamentary Committee on Member of the Parliament's (MP's) services related issues in addition to Standing Committee on Environment (2004 – 2006) and was Head of Protocol Department of National Legislature (1994 – 2000).

He was associated as working journalist[5] from 1974 to 1983 with famous news outlets such as Pakistan Press International (PPI), Daily Jang, and Daily Nawaiwaqt.

Hanfi appears regularly and contributes in YouTube talkshows,[8][9][10][11][12][13][14] television shows,[15][16][17] and radio programs[18] related to constitutional and parliamentary affairs.[6] He is also a well-known poet.[15]

Professional achievements[]

Hanfi led a team assisting 24 members Parliamentary Committee on Constitutional Reforms (PCCR) for research, reference and documentation support from June 2009 to March 2010. The PCCR unanimously agreed to the seminal eighteenth amendment to the Constitution of Pakistan, a landmark in Pakistan's constitutional history thereby restoring Constitution into its original form and granting provincial autonomy.

He was tasked in 2009 as Joint Secretary of Public Accounts Committee (PAC) to provide technical support to the Parliamentary oversight mechanism. During his time period, the PAC for the first time in one year (2010), produced three annual reports of the Pakistan PAC, subsequently tabled in the National Assembly of Pakistan for discussion and approval of the House.

He had been chosen member of the Multiparty Strategic Planning Committee (MSPC) of National Assembly of Pakistan appointed by House Speaker in March 2009, responsible to draft the first-ever three-year strategic plan for the National Assembly. Mr Hanfi has been on attachments with United States Congress and American State Legislatures of Wisconsin and California and has the distinction to be associated with Grand National Assembly of Turkey, Parliament of the United Kingdom, Parliament of Canada, National Diet of Japan, and Parliament of Australia for short and long term assignments during the period from 1987 to 2005.

He was instrumental in developing the premier Research and Services facility of Pakistan Parliament, the Pakistan Institute for Parliamentary Services (PIPS) as the focal person for USAID funded project Pakistan Legislative Strengthening Program (PLSP) in the National Assembly of Pakistan. He is currently a visiting faculty at PIPS.[19]

As a focal person, Mr Hanfi supervised the execution of foreign assistance programs at the National Assembly of Pakistan which include Strengthening Democracy through Parliamentary Development Project by United Nations Development Program and Inter-Parliamentary Union (2004–09) and USAID funded Pakistan Legislative Strengthening Program (PLSP) (2004– 08), focusing on capacity building of the legislature.

Contributions as poet[]

Hanfi has published three poetry collections while the fourth is in the press and due by August 2021. The first edition of his first poetry collection, Shehr-e-Narasa[4][20] (Urdu: شہر نارسا) was published in April 2014, while the second edition was released two months later in June 2014. The celebrations of the release of Shehr-e-Narasa were held across Pakistan in 22 cities, the United Kingdom and the United States.[2] The second collection of poetry, Goongi Hijrat[4][21][22] (Urdu: گونگی ہجرت) was published in September 2019, which was well received[23][24][25] in literary circles of Pakistan and five US states – Maryland, New Jersey,[26] New York, Texas, and the capital Washington DC.

The third collection of poetry, Khana Badoosh Ankhain[27][28][29] (Urdu: خانہ بدوش آنکھیں), was published in October 2020 and has received high praise from distinguished poetic community.[30] The publication of his fourth poetry collection, Yarghamal-e-Khak (Urdu: یرغمال خاک) is due by August 2021.
