Axiom Strategies is one of the largest Republican political consulting firms in the United States. The company was founded in 2005. Originally based in Kansas City, Missouri, it has thirteen offices across the country and approximately 150 full-time employees.[1] Industry professionals in the political consulting business have described it as a "mega firm".[2] Axiom has utilized a growth strategy of acquiring other consulting firms and campaign service vendors. As of 2021, it owns ten vendor companies. The campaign related services available through the company or its network of vendors include public affairs, polling, direct mail, grassroots engagement, digital marketing, fundraising, advertising, media buying, and campaign compliance.[3]

Axiom Strategies was founded by Republican consultant Jeff Roe, who has been described as "Ted Cruz's Karl Rove".[4]

Background and history[]

Axiom Strategies was founded in 2006 by Jeff Roe, a Missouri native. The purpose of the organization initially was to oversee the political operations of Sam Graves, a Republican member of the U.S. House of Representatives who was first elected in 2000.

In 2019, Axiom Strategies was ranked No. 201 on the Inc. 5000 list of fastest growing U.S. companies with three-year revenue growth of 2,013% and $138.4 million in 2018.[5]

Axiom has provided campaign services in every presidential campaign cycle since 2008 and worked on the campaigns of Mike Huckabee, Rick Perry, and Ted Cruz. It has also worked on the campaigns of more than 100 members of Congress.[6] Congressional clients have included Kevin McCarthy and Steve Scalise.[7] Gubernatorial candidates include Glenn Youngkin, John Boozman, Pete Ricketts and Ron DeSantis.

The firm has also run a number of independent expenditure campaigns and ballot initiatives. These include a bond election to build the Raiders stadium in Las Vegas in 2016.

Campaign services and acquisitions[]

Axiom Strategies has pursued a course of acquiring political consulting shops in order to build a full-service campaign enterprise. According to an interview with Jeff Roe in Campaigns and Elections, "Roe sees his firm’s growth strategy as a way of breaking out of the cyclical revenue model that traps many firms. ‘We want to spread the revenue across the cycle,’ he said. ‘We’re adding off-year cycle products that our clients, both corporate and political, can utilize.’ … Roe predicted the slow demise of the single-service shop. 'If you have a single mission firm and you do one small piece of politics, you have to charge so much that it’s hard to survive in the off year,’ he said. 'It’s like a college bar that makes all their money on homecoming and St. Patrick’s Day. What if it rains on St. Patrick’s Day?'"[8]

Candidate Command[]

Axiom Strategies launched a self-service direct mail service called “Candidate Command" in 2019. Campaigns & Elections wrote, "One of the biggest full-service shops on the right is getting into the self-service mail game...with clients able to send a single mail piece or an entire campaign and hit from 30-30,000 households."[9]

Clout Public Affairs[]

In August 2019, Axiom hired former acting US Attorney General Matthew Whitaker[10] as managing director of its Clout Public Affairs division.[11]

Revolvis[]

In 2017 Axiom merged with Revolvis, a West Coast consulting firm.[12]

Prosper Group[]

In 2018, the company entered into a partnership with The Prosper Group, a digital marketing agency.[13]

Kozlow and Momentum Strategy[]

In 2019 Axiom acquired the Kozlow Group[14][15] and the Momentum Strategy Group, both of which are based in Florida.[16]

Cameroon lobbying[]

In September 2018, Axiom Strategies' Clout Public Affairs division signed on to lobby for the Government of Cameroon for $55,000/month.[17] Former HuffPost managing director Jimmy Soni[18] and David Polyansky, the former Chief of Staff to Ted Cruz, were hired through the Clout Public Affairs division to advocate for Cameroonian interests in Washington.[19]

Axiom consultants were contracted to promote a “positive and favorable image” of Cameroon’s government through digital ads and to place "targeted op eds in conservative-oriented outlets in order to foster a robust and growing partnership narrative into the future...” according to Department of Justice filings.[18]

In 2020, Axiom Strategies terminated its contract with the Cameroonian government.[20][21]
