Horní Bečva is a municipality and village in Vsetín District in the Zlín Region of the Czech Republic. It has about 2,500 inhabitants. It is a typical highland municipality with the altitude of 505 m nestled in the heart of Moravian-Silesian Beskids mountain range. The river flows through the municipality.

Horní Bečva is a popular tourist destination with possibilities for hiking, mountain biking and cross country skiing. In the municipal area there are many weekend cottages.
