National Resilience Institute (Indonesian: Lembaga Ketahanan Nasional, Lemhannas) is an Indonesian Non-Ministerial Government Institution tasked with carrying out government duties in the field of education for national leaders, strategic assessment of national resilience and strengthening of national values.[1]

History[]

The National Defense Institute was established on May 20, 1965, based on Government Regulation No. 37 of 1964, and is directly under the President . In 1983, this institution changed its name to the National Resilience Institute, which was under the ABRI Commander . In 1994 this agency was directly under the Minister of Defense and Security. year 2001, Lemhannas is a non-departmental government institution that is responsible to the President. Since 2006, based on Presidential Decree No. 67 of 2006, considering the burdens and responsibilities of the institution, the position of the Governor of Lemhannas is aligned with the position of the Minister.

The formation of Lemhannas is basically an answer to the demands of the development of the strategic environment, both nationally and internationally, which requires a steady and dynamic integration and cooperation between civil servants, TNI, Polri and national private leaders as well as political leaders and community organizations, in the context of administering state government.

Indonesia's first president, Ir. Soekarno set May 20, 1965 as the day of the founding of the National Defense Institute (Lemhannas) based on Presidential Regulation of the Republic of Indonesia Number 37 of 1964 which coincided with the historic commemoration of the day of Indonesia's national awakening. At the time of the founding ceremony of Lemhannas as well as the start of the main function of Lemhannas, namely the implementation of education with the opening ceremony of the Regular Course Education program Batch I.

The establishment of Lemhannas is also intended as one of the national urgencies in an effort to save and preserve the ideals of the proclamation of independence and the goals of the Indonesian nation as well as the survival of the Indonesian nation and state in the midst of world politics.[2]

Today, Lemhannas is able to prove itself as one of the nation's assets that plays a very important role in the progress of the Indonesian nation. It has become an undeniable fact that the work of Lemhannas has made a very significant contribution to the journey of the Indonesian nation. From this institution, a cadre of potential national leaders has been born and from the main function in the field of study has produced concepts that characterize state administration policies, including the concept of Indonesian Geopolitics implemented in the Archipelago Insight doctrine and Indonesian Geostrategy in the National Resilience doctrine and Management System. Indonesia National which in its development has been mutually agreed upon as a national paradigm in the framework of National Development.

As with other educational institutions, in the course of its history, Lemhannas has undergone many changes based on the progress of the strategic environment it is facing without neglecting the main ideas that underlie its formation. From the name of the National Defense Institute which is directly under the President of the Republic of Indonesia, it changed its name to the National Defense Institute and is under the ABRI Commander based on Presidential Decree No. 60 of 1983. Then based on Presidential Decree No. 4 of 1994 changed to directly under the Minister of Defense and Security. Finally, based on Presidential Decree No. 42 and 43 of 2001 changed its position and organizational structure as a Non-Departmental Government Institution (LPND) and Lemhannas is responsible to the President of the Republic of Indonesia.

In 2006, the Lemhanas institution was strengthened through Presidential Regulation no. 67 of 2006 concerning the National Resilience Institute of the Republic of Indonesia. The National Resilience Institute of the Republic of Indonesia, hereinafter referred to as Lemhannas RI, is a Non-Departmental Government Institution which is under and responsible to the President. Lemhannas RI is led by the Governor of Lemhannas RI, and in carrying out his duties, the Governor of Lemhannas RI is assisted by a Deputy Governor.

Job and function[]

Lemhannas RI has the task of assisting the President in:

  • Organize education to prepare cadres and strengthen national level leaders who think integratively and professionally, have national character, morals and ethics, have an archipelago perspective and have a universal perspective;
  • Carry out a conceptual and strategic study on various national, regional and international issues required by the President, in order to ensure the integrity and the establishment of the Unitary State of the Republic of Indonesia;
  • Carry out the consolidation of national values contained in the preamble to the 1945 Constitution of the Republic of Indonesia, the values of Pancasila and the values of diversity in diversity;
  • Fostering and developing cooperative relationships with various relevant institutions at home and abroad.[3]

Lemhannas RI carries out the following functions:

  • Educate, prepare cadres and strengthen national level leaders through all business activities and work including educational programs, preparation of educational materials, educational operations and training of participants and alumni as well as evaluation;
  • Examine various national, regional and international strategic issues in the fields of geography, demography, natural resources, ideology, politics, law and security, economics, social culture and science as well as international issues;
  • Strengthen the national values contained in the preamble to the 1945 Constitution of the Republic of Indonesia as well as the values of Pancasila as the nation's ideology, the spirit of defending the country, the transformation of universal values, the national system and the cultivation of national values;
  • Postgraduate education cooperation in the field of national resilience strategy with national and/or international educational institutions;
  • Cooperation in strategic assessment and cooperation in strengthening national values with institutions at home and abroad.
