Visa requirements for Finnish citizens

Visa requirements for Finnish citizens are administrative entry restrictions by the authorities of other states placed on citizens of Finland. As of 13 April 2021, Finnish citizens had visa-free or visa on arrival access to 189 countries and territories, ranking the Finnish passport 3rd in terms of travel freedom (tied with Italy, Luxembourg, and Spain) according to the Henley Passport Index.[1] Additionally, the World Tourism Organization also published a report on 15 January 2016 ranking the Finnish passport 1st in the world (tied with Denmark, Germany, Italy, Luxembourg, Singapore and the United Kingdom) in terms of travel freedom, with the mobility index of 160 (out of 215 with no visa weighted by 1, visa on arrival weighted by 0.7, eVisa by 0.5 and traditional visa weighted by 0).[2]

As a member state of the European Union, Finnish citizens enjoy freedom of movement within the European Economic Area (EEA). The Citizens’ Rights Directive[3] defines the right of free movement for citizens of the EEA. Through bilateral agreements freedom of movement is extended to Switzerland,[4] and all EU and EFTA nationals are not only visa-exempt but are legally entitled to enter and reside in each other's countries.

In order to travel to another country, a Finnish citizen requires a passport, except within the Nordic Passport Union, where no identity card is formally required. A passport is also not required for holders of the Finnish identity card for travel to European countries (except Belarus, Russia, Turkey and Ukraine) as well as French overseas territories and Georgia.

Non-ordinary passports[]

Holders of various categories of official Finnish passports have additional visa-free access to the following countries - Kazakhstan (diplomatic passports), Pakistan (diplomatic or service passports) and Russia (diplomatic passports). Holders of diplomatic or service passports of any country have visa-free access to Cape Verde, Ethiopia, Mali and Zimbabwe.

Right to consular protection in non-EU countries[]

When in a non-EU country where there is no Finnish embassy, Finnish citizens as EU citizens have the right to get consular protection from the embassy of any other EU country present in that country.

Finnish citizens may also seek assistance from public officials in the foreign services of any of the Nordic countries, when in a country with no Finnish representation. This is afforded by the Helsinki Treaty which states that public officials in the foreign services of any of the Nordic countries shall assist citizens of another Nordic country if that country is not represented in the territory concerned.[364][365]
