Terra Costa Howard is a Democratic member of the Illinois House of Representatives for the 48th district. The district, located in DuPage County, includes all or parts of Glen Ellyn, Lisle, Lombard, Wheaton, and Villa Park.[1]

Costa Howard defeated incumbent and House Republican Floor Leader Peter Breen in the 2018 general election. Prior to her election to the Illinois House of Representatives, she was a member of the Glen Ellyn School District 41 Board of Education and the Glen Ellyn Plan Commission.[2] Costa Howard once again defeated Breen in the 2020 election.[3]

Costa Howard is an attorney who attended University of Illinois at Urbana–Champaign and DePaul University College of Law.[4]
