The COVID-19 pandemic in Serbia is a current outbreak of the disease COVID-19 in Serbia caused by the virus SARS-CoV-2. Its first case in Serbia was reported on 6 March 2020,[3] and confirmed by Minister of Health Zlatibor Lončar,[4] the case was a 43-year-old man from Bačka Topola who had travelled to Budapest.[5]

In late June 2020, the Balkan Insight published a report based on the allegedly leaked data from the internal Government COVID-19 information system. This report stated that in reality, Serbia had recorded 632 deaths due to COVID-19 in the period from 19 March to 1 June 2020, which corresponds to 388 additional deaths caused by the virus that were not publicly reported. Additionally, according to the leaked data, the number of people who became infected in Serbia from 17 June to 20 June was at least 300 per day, while public reports never accounted for more than 96 cases per day in the same period.[6] Recovery figures were also disputed, with the Public Health Institute of Montenegro formally requesting an explanation from Serbian authorities in early June following a reported recovery of 4,000 patients in one day.[7] Earlier, the index case was also disputed after the Public Health Institute publicly revealed that the first case was registered a week before the officially reported index case.[1]

In September 2020, NIN weekly released research results that show a significant discrepancy between the data on the number of infected persons and the number of tests that were released by the Government during July and the data that was obtained from individual public health institutions through the freedom of information requests. The discrepancy shows that the Government released data inflated the number of tests that were conducted and that the number of infected persons was decreased by at least 59% during July.[8]

Thousands of medical doctors have signed a petition requesting the release of true data and accountability for forging the data.[9][10] Several senior department chiefs at Military Medical Academy have been dismissed after supporting the open letter.[11] In August 2020 Professor Goran Belojević of the University of Belgrade Faculty of Medicine publicly stated that Serbia has registered 5,000 deaths.[12]

On 29 September 2020, Predrag Kon, chief epidemiologist and a member of the state anti-COVID-19 Crisis Team, publicly admitted that there is a delay in data processing and that the number of deaths until the end of June was three times higher than officially reported (277).[13] Health Minister refuted those claims the next day saying that they are "unfounded" and warned Kon against making such comments again.[14]

On 12 January 2020, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, which was reported to the WHO on 31 December 2019.[15][16]

The case fatality ratio for COVID-19 has been much lower than SARS of 2003,[17][18] but the transmission has been significantly greater, with a significant total death toll.[19][17]

On 1 January, thirty-nine more deaths was confirmed, for a total of 3,250 since the start of the pandemic, 2,074 new cases were confirmed for a total of 339,997. A further 9,282 tests were conducted on this day, totaling 2,305,585 since the start of the pandemic. There were 8,534 patients hospitalized, out of those 283 were on ventilators.[20]

On 2 January, thirty-eight more deaths was confirmed, for a total of 3,288 since the start of the pandemic, 1,907 new cases were confirmed for a total of 341,904. A further 7,276 tests were conducted on this day, totaling 2,312,861 since the start of the pandemic. There were 8,011 patients hospitalized, out of those 276 were on ventilators.[21]

On 3 January, thirty-seven more deaths was confirmed, for a total of 3,325 since the start of the pandemic, 1,966 new cases were confirmed for a total of 343,870. A further 7,573 tests were conducted on this day, totaling 2,320,434 since the start of the pandemic. There were 7,631 patients hospitalized, out of those 265 were on ventilators.[22]

On 4 January, thirty-nine more deaths was confirmed, for a total of 3,364 since the start of the pandemic, 2,715 new cases were confirmed for a total of 346,585. A further 11,202 tests were conducted on this day, totaling 2,331,636 since the start of the pandemic. There were 7,126 patients hospitalized, out of those 259 were on ventilators.[23]

On 5 January, forty-one more deaths was confirmed, for a total of 3,405 since the start of the pandemic, 2,653 new cases were confirmed for a total of 349,238. A further 12,954 tests were conducted on this day, totaling 2,344,590 since the start of the pandemic. There were 6,719 patients hospitalized, out of those 242 were on ventilators.[24]

On 6 January, thirty-nine more deaths was confirmed, for a total of 3,444 since the start of the pandemic, 2,882 new cases were confirmed for a total of 352,120. A further 13,512 tests were conducted on this day, totaling 2,358,102 since the start of the pandemic. There were 6,405 patients hospitalized, out of those 234 were on ventilators.[25]

On 7 January, thirty-five more deaths was confirmed, for a total of 3,479 since the start of the pandemic, 1,787 new cases were confirmed for a total of 353,907. On 8 January, thirty-four more deaths was confirmed, for a total of 3,513 since the start of the pandemic, 2,218 new cases were confirmed for a total of 356,125. On 10 January, thirty-four more deaths was confirmed, for a total of 3,582 since the start of the pandemic, 1,795 new cases were confirmed for a total of 359,689. On 11 January, twenty-eight more deaths was confirmed, for a total of 3,610 since the start of the pandemic, 2,093 new cases were confirmed for a total of 361,782. On 17 January, twenty more deaths was confirmed, for a total of 3,750 since the start of the pandemic, 1,317 new cases were confirmed for a total of 372,533. On 18 January, twenty-one more deaths was confirmed, for a total of 3,771 since the start of the pandemic, 1,578 new cases were confirmed for a total of 374,111. On 19 January, twenty more deaths was confirmed, for a total of 3,791 since the start of the pandemic, 1,688 new cases were confirmed for a total of 375,799. On 22 January, nineteen more deaths was confirmed, for a total of 3,849 since the start of the pandemic, 1,709 new cases were confirmed for a total of 380,802. On 27 January, twenty more deaths was confirmed, for a total of 3,944 since the start of the pandemic, 1,839 new cases were confirmed for a total of 389,045. On 28 January, twenty-one more deaths was confirmed, for a total of 3,965 since the start of the pandemic, 1,592 new cases were confirmed for a total of 390,637. On 29 January, eighteen more deaths was confirmed, for a total of 3,983 since the start of the pandemic, 1,717 new cases were confirmed for a total of 392,354. A further 10,471 tests were conducted on this day, totaling 2,627,944 since the start of the pandemic. There were 4,034 patients hospitalized, out of those 145 were on ventilators.[51]

On 2 February, eighteen more deaths was confirmed, for a total of 4,056 since the start of the pandemic, 1,903 new cases were confirmed for a total of 398,905. A further 12,191 tests were conducted on this day, totaling 2,640,135 since the start of the pandemic. There were 4,017 patients hospitalized, out of those 139 were on ventilators.[52]

On 3 February, fifteen more deaths was confirmed, for a total of 4,071 since the start of the pandemic, 1,932 new cases were confirmed for a total of 400,837. On 17 February, sixteen more deaths was confirmed, for a total of 4,277 since the start of the pandemic, 2,467 new cases were confirmed for a total of 426,487. On 18 February, fifteen more deaths was confirmed, for a total of 4,292 since the start of the pandemic, 2,561 new cases were confirmed for a total of 429,048. On 19 February, fourteen more deaths was confirmed, for a total of 4,306 since the start of the pandemic, 2,632 new cases were confirmed for a total of 431,680. On 21 February, sixteen more deaths was confirmed, for a total of 4,337 since the start of the pandemic, 2,518 new cases were confirmed for a total of 436,640. A further 10,266 tests were conducted on this day, totaling 2,846,122 since the start of the pandemic. There were 3,569 patients hospitalized, out of those 151 were on ventilators.[71]

On 22 February, fourteen more deaths was confirmed, for a total of 4,351 since the start of the pandemic, 2,956 new cases were confirmed for a total of 439,596. A further 12,054 tests were conducted on this day, totaling 2,858,176 since the start of the pandemic. There were 3,641 patients hospitalized, out of those 153 were on ventilators.[72]

On 23 February, fifteen more deaths was confirmed, for a total of 4,366 since the start of the pandemic, 3,257 new cases were confirmed for a total of 442,853. A further 15,000 tests were conducted on this day, totaling 2,873,176 since the start of the pandemic. There were 3,727 patients hospitalized, out of those 157 were on ventilators.[73]

On 24 February, seventeen more deaths was confirmed, for a total of 4,383 since the start of the pandemic, 3,460 new cases were confirmed for a total of 446,313. A further 15,200 tests were conducted on this day, totaling 2,888,376 since the start of the pandemic. There were 3,776 patients hospitalized, out of those 152 were on ventilators.[74]

On 25 February, fifteen more deaths was confirmed, for a total of 4,398 since the start of the pandemic, 3,588 new cases were confirmed for a total of 449,901. A further 15,074 tests were conducted on this day, totaling 2,903,450 since the start of the pandemic. There were 3,832 patients hospitalized, out of those 153 were on ventilators.[75][76]

On 26 February, sixteen more deaths was confirmed, for a total of 4,414 since the start of the pandemic, 3,339 new cases were confirmed for a total of 453,240. On 27 February, fifteen more deaths was confirmed, for a total of 4,429 since the start of the pandemic, 3,210 new cases were confirmed for a total of 456,450. On 2 March, sixteen more deaths was confirmed, for a total of 4,475 since the start of the pandemic, 4,157 new cases were confirmed for a total of 466,885. On 15 March, twenty-eight more deaths was confirmed, for a total of 4,747 since the start of the pandemic, 4,634 new cases were confirmed for a total of 520,911. A further 15,265 tests were conducted on this day, totaling 3,164,313 since the start of the pandemic. There were 4,516 patients hospitalized, out of those 219 were on ventilators.[95]

On 16 March, thirty-one more deaths was confirmed, for a total of 4,778 since the start of the pandemic, 5,201 new cases were confirmed for a total of 526,112. A further 17,782 tests were conducted on this day, totaling 3,182,095 since the start of the pandemic. There were 4,671 patients hospitalized, out of those 211 were on ventilators.[96]

Social measures[]

March[]

On 15 March, a state of emergency was declared. Many argue the declaration was against the constitution, since there was no debate among the MPs in the Serbian Parliament. Some experts argue an emergency situation could have been declared instead, some saying that state of an emergency was an overreaction. All schools, Kindergarten and universities are closed.[279][280]

On 17 March, the distant lectures were introduced. All the lectures for elementary school were aired on RTS channel (RTS 3 channel) and the web platform RTS Planeta.[281]

On 18 March, a curfew from (20:00) to (05:00) was established across the whole country. In addition, people of the age of 65 and above were forbidden to leave the house, with fines up to rsd150.000 (approx. $1500usd).[282] In the first hours of curfew, several persons were arrested. One woman was forced to go home, after insulting police officers and refusing to comply with the measures of curfew.[283]

On 20 March, cafes, bars, shopping malls and public transportation were all shut down. Food delivery, however, remained allowed.[284]

On 21 March, the curfew was prolonged from previous 9 hours to 12 hours. People were ordered to stay at home from (17:00) to (05:00) the next day.[285]

On 28 March, a weekend-long curfew was enacted. Starting from (15:00) to (05:00) the next day, for both Saturday and Sunday. Pet owners can no longer take a walk for 20 minutes, between (20:00) and (21:00).[286]

April[]

On 2 April, the new weekend curfew was established. Starting from (13:00) to (05:00) on Monday. Groups of no more than 2 people in public were allowed; however, this measure soon proved to be practically impossible to inforce.[287]

On 8 April, the new weekend curfew was established. Starting from Friday on (17:00) up until Monday (05:00) in the morning. Senior citizens are allowed to go grocery shopping on Fridays from (04:00) to (07:00) in the morning.[288]

On 17 April, the new weekend curfew before the Easter holiday (Julian calendar), was established. Starting from Friday at 17:00 to Tuesday at 05:00 in the morning.[289]

On 18 April, it is announced that from Tuesday, 21. April, some restrictions will be lifted. Curfew is set to start from 18:00 instead from 17:00 lasting up until 05:00 in the morning the next day. Senior citizens can now choose when they want to take a 30 minutes walk from 18:00 to 01:00.[290]

On 24 April, it was announced that the curfew would start from Friday, 24. April on 18:00 and last until Monday 27thof April 5:00 in the morning. Public transportation between towns is about to be re-established. Senior citizens after 18:00, can now take a walk for a half an hour, no farther than 600 meters from their home address. Starting from next week, they can take walks for an hour instead of previous half. Starting from Monday, all the close spaced markets, beauty and cosmetic salons, fitness centers and gyms can now work.[291]

On 26 April, due to 1st May holidays, new curfew was announced, starting from Thursday at 18:00 up until Monday to 05:00 (83 hours).[292]

On 30 April, the previously announced curfew was reduced; the curfew is now supposed to last from Thursday at 18:00 until Saturday 05:00 (35 hours). People older than 65 can now take a walk two times on Friday during the curfew for an hour each time, whenever they like, while maintaining 600 meters the furthest distance from their residence.[293]

May[]

On 6 May, the parliament have dismissed previous decision of state of emergency. Which means from now on, no curfew will be enforced. Though, measures of social distancing and wearing masks and gloves while using public transport will remain. From 15 June, weddings can be held.[294]

June[]

Since 1 June, mass events are allowed again.

On 21 June, the 2020 Serbian parliamentary election took place – seven weeks later than planned before.

On 26 June, new measures have been imposed for Belgrade, from now on wearing masks is mandatory in closed spaces and in public transport.[295]

On 27 June 27, due to growing number of COVID-19 positives and packed hospitals with patients, new measures have been taken for the south-western municipalities of Novi Pazar and Tutin. From now on, all the children playgrounds will be closed, working hours of shops, markets, hair salons, bakeries, butcher shops will be limited to no later than 19:00 UTC+1.[296]

July[]

On 7 July, Aleksandar Vučić has announced possible curfew between 18:00 and 06:00 from Friday to Monday. It is not yet clear if the curfew will affect only Belgrade or the whole country, though he emphasized he would like it to be across the country. This announcement sparked protests outside the parliament.[297]

Economic measures[]

March[]

On 26 March, employers can postpone paying taxes on suficit until June 30.[298]

On 31 March, Vučić announced that all the small and medium-sized companies will receive help for the following 3 months to "survive" under the condition that they don't fire 10 percent of employees. All hairdressers shoemakers and bakers will receive a minimal wage (255.27 as of January 2020) from the state. Every citizen older than 18, will receive 100 euros to support the spending and to support local businesses.[299]

April[]

On 8 April, the Serbian government passed a decree on additional borrowing.[300]

On 23 April, a previous decision to give every citizen 100 euros has been revised, stating than only pensioners and welfare users will get the money, others interested in government's help, will need to inform the government if they want to receive the support from government. This decision has been made, apparently because "some tycoons from the political area and outside were humiliated" with the previous decision to help every citizen older than 18, as they felt insulted with the amount.[301]

International aid[]

The countries and international organizations that have sent aid and funds to Government of Serbia, to help fight the pandemic:

  •  European Union has donated 7.5 million euros aimed at expanding the capacity and improving the capabilities of combating the coronavirus pandemic. On March 26, the EU financed the aid flight from China. Further 94 million euros have been aimed at combating the pandemic.[302][303][304] On April 30, the EU and Norway have donated additional 120 ventilators and 100 additional clinical monitors.[305]
  •  Kosovo[a] has donated 500.000 euros for the municipalities of Preševo, Medveđa and Bujanovac.[306]
  •  Bosnia and Herzegovina sent medical teams to help the outbreak in the Sandžak region.[307]
  •  Austria has offered medical equipment, as well as equipment needed for temporary Hospitals, and for taking a number of patients from ICU to get treatment in Austria if needed.[308][309]
  •  Turkey has donated 100,000 protective masks, 2,000 protective suits, and 1,500 COVID-19 testing kits.[310]
  •  Romania announced in June 2021 that will begin to deliver for free 151,200 COVID-19 vaccines to another two countries to help tackle the pandemic. The donation for Serbia consists of 50,400 doses.[311]
  •  Russia has donated Serbia 15,000 COVID-19 tests.[312] Russian Air Force has also flown 11 Il-76 planeloads of medical experts, large amount of medical equipment, technical and protective gear and 16 motor vehicles for disinfection of facilities and roads to Serbia to help it fight the coronavirus spread.[313]
  •  Norway On 20 March, the Norwegian ambassador to Serbia Jern Eugen Jelstad, informed the President of Serbia of 5 million euros of aid aimed at combating the pandemic.[314][315] On April 30, Norway and the EU have donated additional 120 ventilators and 100 additional clinical monitors.[305]
  •  Azerbaijan donated medical equipment.[316]
  •  Qatar donated Medical equipment.[317]
  •  United Arab Emirates have donated 10 tons of medical aid.[318]
  •  People's Republic of China first donated Serbia COVID-19 tests and sent medical staff, who had experience combating the disease in Guangdong province.[319][320]
  •  United States has donated 6,000 coronavirus test kits for the Serbian health care system.[321]
  •  Bahrain has donated 67,5 tons of medical equipment, including 20 ventilators.[322]
  • World Health Organization has donated medical equipment worth 1 million euros.[323]

Personal donations[]

  • Their Royal Highness Crown Prince Alexander and Crown Princess Katherine in collaboration with project c.u.r.e. and lifeline New York provide humanitarian assistance to hospitals in Serbia .[324][325]
  • Retired tennis player Ana Ivanovic donated 35 ventilators and medical aid packages.[326]
  • Football manager Dejan Stanković and his business partner Dragan Ruvarac donated ventilators and medical equipment.[327]
  • World No. 1 tennis player Novak Đoković donated 1 million euros for ventilators and medical aid packages.[328]
  • NBA players Nemanja Bjelica, Bogdan Bogdanović and basketball executive Vlade Divac have donated ventilators, masks and medical equipment.[329]
  • On 1 July, tennis player Novak Đoković have donated 5 million dinars to Novi Pazar

International aid that Serbia sent[]

  •  United Nations Serbia has donated a total of 2 million Euros, 1 million Euros for the vaccine and 1 million Euros to World Health Organization.[330]
  •  Kosovo[a] Government of Serbia donated 1,000 coronavirus test kits to the Public Health Institute in Pristina, as part of the region's co-operation with Kosovo in the fight against COVID-19.[331]
  •  Bosnia and Herzegovina Serbia donated medical equipment to Bosnia and Herzegovina. Most help went to Republika Srpska.[332]
  •  Italy On 25 April, Serbia sent 8 planes with medical aid to Italy, containing 2 million surgical masks, 2 million epidemiological masks, 1 million gloves and 100 thousand medical suits.[333]
  •  Armenia On June 18. and 19., Serbia sent 2 planes with medical aid to Armenia, containing 10 artificial respiration devices, 10 monitors monitoring the patient's condition, 500000 surgical masks 100000 breathing masks, 25 thousand protective glasses, 25 thousand medical protective clothing and other necessary items.[334]
  •  Iran Serbia announced plans to send 50,000 Sputnik vaccines to Iran, citing them as a traditional friend of Serbia.[335]
  •  Lebanon On August 17 2021, Serbia sent 40,000 Sputnik vaccines to Lebanon and intended to provide further support in the form of food aid.[336]

The Republic of Kosovo unilaterally declared independence on 17 February 2008. Serbia continues to claim it as part of its own sovereign territory.
