Jewar-Noida International Airport, officially Noida International Greenfield Airport,[3][4][5] is an international airport being constructed near the town of Jewar in Gautam Buddh Nagar, Uttar Pradesh.[6] Once completed, it is planned to be the country's largest airport. The Yamuna Expressway Industrial Development Authority (YEIDA) will be the implementing agency on behalf of the Government of Uttar Pradesh. The airport is to be developed through a public-private partnership model (PPP). Flughafen Zürich AG, the Operator of Zurich Airport won the bid to Build and Operate the Airport for 40 years in 2019.

[7] The proposed plan is to build a two runway airport by 2024, and at a future date, to expand it into a 7,200 acres (2,900 ha) six-runway airport.[8] According to the proposed plan, the airport will handle five million passengers per annum (MPA) initially and up to 60 MPA to 120 MPA, after its expansion over a period of 30 years.

The project site is located 72 kilometres (45 mi) from Indira Gandhi International Airport, the airport that currently serves the needs of the entire National Capital Region and is quickly reaching its peak capacity;.[9] Jewar airport is 36 km (22 mi) from Bulandshahr, 38 km (23 mi) from Palwal, 60 km (37 mi) from Noida and 70 km (43 mi) from Faridabad, Ghaziabad, and Mathura, about 48 km (30 mi) from Greater Noida, 65 km (40 mi) from Aligarh, 65 km (40 mi) from Gurgaon and 130 km (81 mi) from Agra. It will be connected to the Yamuna Expressway, allowing domestic and international tourists to reach Agra, Mathura and Vrindavan.[10]

Prime Minister Narendra Modi laid the foundation stone of Jewar Airport on 26 November 2021. [11]YEIDA has identified 5,100 ha (13,000 acres) for the project, out of which 240 ha (590 acres) belongs to the state government and the rest is owned by private entities. YEIDA will acquire 1,327 ha (3,280 acres) in the first phase for the construction of terminal buildings and runways.[10] Bids for the airport are expected to be invited by the end of 2019.[12] It will be the third commercial airport in Delhi-NCR after Indira Gandhi International Airport and a regional airport at Hindon.

It is proposed to be connected to Noida Metro via Greater Noida route; and the Delhi Metro via the FaridabadBallabhgarhPalwalJewar route,[13][14] and proposed to be connected with driverless pod taxis or personal rapid transit (PRT) from amusement park included in the proposed film city project, located in Greater Noida's Sector 21 to the airport.[15] It is also proposed that the airport will have a high-speed railway (HSR) station in the proposed Delhi-Varanasi-Kolkata HSR line, included in India's High-Speed Rail project.[16]

History[]

The project was first proposed in 2001 by then Uttar Pradesh chief minister Rajnath Singh as a greenfield Taj International and aviation Hub (TIAH)[17] at Jewar village near Greater Noida, adjacent to the Yamuna Expressway.[18] The Central government cleared the techno-feasibility report for setting up TIAH in April 2003. It was to be built at an approximate cost of 5000 crore by the year 2007–2008. The project was put on hold during the UPA regime because the project site was within 150 km (93 mi) of an existing greenfield airport in Delhi.[19] This site was within 72 km (45 mi) of Indira Gandhi International Airport(IGI), Delhi. Its operator, GMR Group had protested against plans for another international airport within 150 km (93 mi) of the existing Delhi airport, claiming that it would impact traffic and revenue generation. GMR has right of first refusal (RoFR) on a new airport within 150 km (93 mi) of the existing Delhi airport. The RoFR was to ensure that GMR gets preference in bidding for the Greater Noida airport in case its bid price is within 10% of the lowest bidder.[citation needed]

When the Akhilesh Yadav led government was formed in Uttar Pradesh in 2012, it contemplated shelving the project while proposing a new international airport in Agra. In June 2013, the State Government finalised on the Kurrikupa village near Hirangaon, Tundla in the Firozabad district as the site for the proposed airport.[20][21] In January 2014, the Defence Ministry raised some objections regarding the site near Tundla.[22] The state government allocated land near Etmadpur for the proposed airport in November 2014.[23]

In 2014, the Bharatiya Janata Party (BJP) was voted to power at the centre and the project was again shifted back to Jewar.[17] The civil aviation ministry cleared the proposal for the new airport to be set up on 2,200 acres (890 ha) of land in June 2015[24] The Union Ministry of Defence (MoD) cleared the project in June 2016.[17] The Ministry of Civil Aviation (MoCA) gave an in-principle approval to the Uttar Pradesh government to build the airport in May 2018.[25] In July 2017, the Union Chief Secretary for Aviation warned the Uttar Pradesh government to expedite the planning process as Hisar Airport was also pushing for its competing Union Cabinet approval for building another airport to serve the NCR region, thus prolonging the return on investment for both airports due to a still-feasible-but-diluted viability for both.[26]

India's and Asia's largest airport[]

With six runways once all its expansions are completed, it will be India's and Asia's largest airport and will be the fourth-largest airport in the world. It will also be India's first net-zero carbon emissions airport.[27] Only the Chicago–O'Hare and the Dallas/Fort Worth airports are larger, with eight and seven runways respectively. Other existing airports with six runways are Amsterdam, Detroit, Boston and Denver. As of September 2019, with three runways, the Indira Gandhi International Airport has the highest number of runways of any airport in India.[28]

Since 2019, there is a proposal of two additional runways to bring the total to eight runways once completed. This is being done keeping future expansion in mind and is subject to the availability of land. The proposal has been given the green signal by Chief Minister Yogi Adityanath.[29]

Status updates[]

  • Aug 2018: Noida International Airport Company Limited (NIAL) formed. NIAL will handle the bidding and overall project management of the project.[30]
  • Nov 2018: UP Government approves the allocation of ₹ 1,260 crores for land acquisition.[31]
  • Dec 2018: Airport to be built under Public- Private Partnership (PPP) model.[32]
  • Dec 2018: District administration on 29 December submits rehabilitation and resettlement (R&R) document on land acquisition.[33]
  • Jan 2019: Acquisition of 1,334 ha (3,300 acres) of land to start by month end.[34]
  • Feb 2019: In UP budget, the UP govt has allocated 800 crore for land acquisition to expedite the process. Foundation stone to be laid in March 2019.[35]
  • Mar 2019: Due to land acquisition related issues, the foundation stone laying ceremony is deferred for a few months.[36]
  • Sep 2019: 707 ha (1,750 acres) of land acquired, which is 57% of the total requirement of 1,239 ha (3,060 acres) for phase-1 of the project. Remaining land to be acquired soon and developer for phase-1 to be finalised by November 2019.[37]
  • Nov 2019: Contract given to Zurich Airport AG on 29 November 2019 for developing and operating the airport for 40 years.[38]
  • Jan 2020: Land acquisition completed for phase-1 of the project which required 1,334 ha (3,300 acres) out of total requirement of 5,000 ha (12,000 acres). Phase-1 of the airport project to be completed by year 2023.[39][40]
  • May 2020: Tender issued for the 760 m (2,490 ft) of road connecting Jewar Airport to Yamuna Expressway. The construction time of this road is 3 months.[41]
  • Oct 2020: The final agreement signed between Noida International Airport Limited (NIAL) and Zurich Airport International AG, where the latter will build, operate and manage the airport, through its special-purpose vehicle Yamuna International Airport Private Limited (YIAPL).[42]
  • Feb 2021: The master plan for the airport approved by the Airport Authority of India (AAI).[43]
  • Jun 2021: Construction for the airport's Phase-1 project is expected to start by August 2021.[citation needed]
  • Jul 2021: The formal process of handing over 1,334 ha. of land for Jewar airport to the Noida International Airport Limited (NIAL) on a 90-year lease was completed in the presence of Uttar Pradesh chief minister Yogi Adityanath. A shareholder agreement was also signed between the airport developer company, Zurich Airport International AG, Yamuna International Airport Pvt. Ltd and NIAL.[44]
  • Aug 2021: Yamuna International Airport Private Limited (YIAPL) and Zurich Airport Internaltional AG starts construction work for the main terminal and the boundary wall of the Airport, as of 24 August. The deadline for completion of the terminal is set to August/September 2024.[45]
  • Sep 2021: Central Government approves master plan for the airport, as of 1 September and Design Built Construction has been awarded to Buildings & Factories division of L&T Construction, Larsen & Toubro Ltd, India.[46]
  • Nov 2021: Prime Minister Narendra Modi laid the foundation stone for the airport on 25 November.[47]
