Local elections will be held in Marikina on May 9, 2022, as part of the Philippine general election. In this election, the mayoralty and vice mayoralty are contested, along with the sixteen seats in the city council and the city's two seats in the House of Representatives.[1][2]

Marcelino Teodoro is seeking a third term as Mayor. Marion Andres, the vice mayor, is running for re-election, facing a challenge from Tumana Barangay Chairman Ziffred Ancheta among others. Bayani Fernando is challenging Teodoro for the mayoralty, leaving his seat representing the first district open with Jose Miguel Cadiz and Marjorie Ann Teodoro vying for the seat. Stella Quimbo, the reelectionist representative for the second district is being challenged by former mayor Del De Guzman and three other candidates.

This election will determine the composition of the city's 10th city council.

Electoral System[]

The mayor and the vice mayor are elected separately via first-past-the-post voting, which opens up the possibility of a mayor and vice mayor being part of different parties. The elections for the representatives are held via the same system. The members of the city council are elected via multiple non-transferable vote. The congressional districts has its own set of council candidates and each district will elect eight candidates to represent them in the council. The terms of the elected officials shall commence at noon on June 30, 2022.[2]

Background[]

Mayoral Race[]

In the 2019 elections, Marcelino Teodoro was re-elected to a second term as mayor without any opposition. His running mate, Marion Andres was also elected to his first term as vice mayor under Teodoro after defeating two other candidates.[3]

During the COVID-19 pandemic, Teodoro's government was lauded for its response, particularly for the establishment of a testing facility for health workers and suspected patients.[4]

During the passage of Typhoon Ulysses in November 2020, the Marikina River surpassed the water levels brought by Tropical Storm Ondoy in 2009 resulting in flooding throughout the city.[5] As a result of the floods and losses, Teodoro declared a state of calamity in the city.[5]

Later that year, Teodoro submitted a complaint to the Department of Environment and Natural Resources, of which was against BFCT, a construction firm owned by the family of Bayani Fernando. Teodoro claimed that the flooding resulting from the passage of Typhoon Ulysses was a result of the land reclamation project along the Marikina river by the construction firm.[6] Fernando stated that Teodoro's claims were false and claimed that the narrowing of the river and the construction of the Manalo Bridge were the cause of the flooding.[7] The DENR ultimately approved Teodoro's request to remove the reclaimed land.[6]

Fernando filed his certificate of candidacy on October 5, 2021, with Teodoro filing his later that day.[8] Shall Teodoro be re-elected to a third term, he would be term-limited and be ineligible to seek reelection in the next elections.

Congressional Races[]

In the 2019 elections, Bayani Fernando and Stella Quimbo were elected to represent the first and second districts respectively. Both representatives are in the minority bloc of the House of Representatives.

First District[]

Incumbent Representative Bayani Fernando chose to run for mayor rather than a third term as a representative. His party, the Nationalist People's Coalition nominated former vice mayor Jose Fabian Cadiz in his place. Cadiz had previously ran for the seat in 2019 but eventually withdrew. On the other hand, the United Nationalist Alliance under Team MarCy nominated the first lady of Marikina, Marjorie Ann Teodoro to challenge Cadiz for the seat. Three months before the election, Cadiz died from cardiac arrest. As a result, his party nominated his nephew, Jose Miguel Cadiz to run in his place.

Second District[]

Incumbent Representative Stella Quimbo is seeking reelection for a second term as representative as part of Team BF. Former mayor and representative Del De Guzman is running against Quimbo for the seat under the Aksyon Demokratiko Party as part of Team MarCy. De Guzman had previously planned to run for the seat in 2019 but decided not to do so.[9]

Vice mayoral election[]

Incumbent vice mayor Marion Andres was elected in 2019 with 61.98% of the vote. He is running for re-election for a second term as Vice Mayor.[15]

Andres's main opponent is Tumana Barangay Chairman Ziffred Ancheta.[12] Ancheta's run for the vice mayoralty was seen as a surprise, as Andres is often portrayed as a father-figure to Ancheta following his endorsements for Ancheta's runs for the Tumana Barangay Chairmanship in 2007 and 2010.

First District[]

The incumbent representative is Bayani Fernando, who was re-elected in 2019 with 80.46% of the vote. Fernando is eligible for re-election but has opted to run for Mayor.[12]

Former vice mayor and 2019 candidate Jose Fabian Cadiz was initially nominated by the Nationalist People's Coalition to run in Fernando's place. However, Cadiz died on February 20, 2022, less than three months before the election. His party nominated his nephew, Jose Miguel Cadiz to run in his place.[10]

Quimbo's main opponent is the 11th mayor of Marikina and former congressman Del De Guzman.[16]
